為貫徹落(luo)實住房(fang)城鄉(xiang)建(jian)設部全國工程(cheng)質(zhi)量治(zhi)理兩(liang)年行(xing)動電視電話會(hui)議精神(shen)和《工程(cheng)質(zhi)量專項(xiang)治(zhi)理兩(liang)年行(xing)動方案(an)》的要求,按照住房(fang)城鄉(xiang)建(jian)設部、省建(jian)設廳的統一部署(shu),結合我市實際,我委制定(ding)了《嘉(jia)興市工程(cheng)質(zhi)量治(zhi)理兩(liang)年行(xing)動實施方案(an)》,現印(yin)發給你們,同(tong)時提出(chu)以下(xia)工作(zuo)要求,請一并貫徹執(zhi)行(xing)。
一、確定海寧(ning)、桐鄉為我市(shi)工程(cheng)質(zhi)量治理兩年行(xing)動(dong)的先行(xing)地區,發(fa)揮(hui)示范帶頭作用,為高質(zhi)量推進工程(cheng)質(zhi)量治理行(xing)動(dong)積累(lei)經驗(yan)。
二、各地建(jian)設行(xing)(xing)政主(zhu)管部門要加(jia)大對被查(cha)處的(de)違法行(xing)(xing)為(wei)單位和(he)人員的(de)曝(pu)光力(li)度,對查(cha)處和(he)曝(pu)光不力(li)的(de),我委將進行(xing)(xing)約談(tan)通報(bao)和(he)督辦。
三(san)、建(jian)立工程質量治理(li)兩年行動工作(zuo)進(jin)展情(qing)況月(yue)報制(zhi)度(du),每月(yue)3日前將上月(yue)相關工作(zuo)推進(jin)情(qing)況表(附件2、附件3、附近(jin)4、附件5、附件6)報送市建(jian)筑業管(guan)理(li)局。
四、請各(ge)地建(jian)設行(xing)政主(zhu)管部門明確(que)工程質量治理(li)兩年行(xing)動的(de)牽頭單位和聯系人,于2014年10月22日前報送市建(jian)筑業管理(li)局。

嘉興市工程質量治理兩年行動實施方案
為貫徹落實住建(jian)(jian)部(bu)《工(gong)程(cheng)質量治理兩(liang)年行動(dong)(dong)方(fang)案》(建(jian)(jian)市(shi)[2014]130號)和省(sheng)建(jian)(jian)設(she)廳(ting)《浙江(jiang)省(sheng)工(gong)程(cheng)質量治理兩(liang)年行動(dong)(dong)實施方(fang)案》,規范建(jian)(jian)筑市(shi)場秩(zhi)序,有效保障工(gong)程(cheng)質量,確保人民群眾(zhong)切身(shen)利益和國民經濟投資效益,促進建(jian)(jian)筑業持續健康(kang)發展,根據住建(jian)(jian)部(bu)和省(sheng)建(jian)(jian)設(she)廳(ting)有關(guan)工(gong)作部(bu)署,結(jie)合我市(shi)實際,制定本方(fang)案。
一、工作目標
通(tong)過兩(liang)年治(zhi)(zhi)理行動,進(jin)一步(bu)落實工程(cheng)建(jian)(jian)設(she)各方主體(ti)及(ji)其項目(mu)負責人(ren)的(de)質(zhi)(zhi)量(liang)(liang)終身責任,督促(cu)施工現場(chang)(chang)(chang)管(guan)理人(ren)員特別是關鍵崗位管(guan)理人(ren)員到崗到位、履職(zhi)履責;進(jin)一步(bu)規范建(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)(chang)秩序(xu),嚴(yan)厲打(da)擊建(jian)(jian)筑(zhu)(zhu)施工違(wei)法(fa)發包、轉包、違(wei)法(fa)分包及(ji)掛靠(kao)等(deng)違(wei)法(fa)行為;進(jin)一步(bu)抓好工程(cheng)實體(ti)質(zhi)(zhi)量(liang)(liang),防(fang)治(zhi)(zhi)工程(cheng)質(zhi)(zhi)量(liang)(liang)通(tong)病,減少(shao)因質(zhi)(zhi)量(liang)(liang)問題引起(qi)的(de)投(tou)訴;進(jin)一步(bu)加強(qiang)中(zhong)介機構(gou)管(guan)理,發揮中(zhong)介機構(gou)的(de)作用來保證工程(cheng)質(zhi)(zhi)量(liang)(liang);進(jin)一步(bu)加快新(xin)型(xing)建(jian)(jian)筑(zhu)(zhu)工業化(hua)(hua)的(de)探索實踐步(bu)伐(fa),促(cu)進(jin)建(jian)(jian)筑(zhu)(zhu)產業現代(dai)化(hua)(hua)快速發展;進(jin)一步(bu)推(tui)進(jin)企(qi)業、人(ren)員、項目(mu)三大(da)數(shu)據庫(ku)的(de)融合,確定建(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)(chang)不(bu)良行為量(liang)(liang)化(hua)(hua)記分標準,為建(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)(chang)誠信體(ti)系(xi)建(jian)(jian)設(she)和建(jian)(jian)筑(zhu)(zhu)市(shi)(shi)場(chang)(chang)(chang)監管(guan)提(ti)供(gong)信息化(hua)(hua)技術支撐;進(jin)一步(bu)加強(qiang)行業內的(de)教育培訓工作,提(ti)高從(cong)業人(ren)員素質(zhi)(zhi)。著(zhu)力構(gou)建(jian)(jian)建(jian)(jian)設(she)工程(cheng)質(zhi)(zhi)量(liang)(liang)常見問題治(zhi)(zhi)理的(de)長效機制(zhi),有(you)效預防(fang)和治(zhi)(zhi)理質(zhi)(zhi)量(liang)(liang)覺問題,全(quan)面提(ti)升(sheng)我市(shi)(shi)建(jian)(jian)筑(zhu)(zhu)工程(cheng)質(zhi)(zhi)量(liang)(liang)水(shui)平。
二、組織領導
市(shi)城(cheng)鄉規劃建(jian)設管理委員會成立“嘉興市(shi)工(gong)程質量治理兩(liang)年(nian)行(xing)動(dong)領導小組” (以下簡稱領導小組),負責統籌、協調、指(zhi)導、檢查全市(shi)開展工(gong)程質量治理兩(liang)年(nian)行(xing)動(dong)。領導小組組成:

領(ling)導小(xiao)組成員單位:委科技(ji)教育(yu)處、建(jian)筑業(ye)管理局(ju)(ju)、園林市政局(ju)(ju)、各(ge)縣(xian)(市、區)建(jian)設行政主管部門(men)。
三、重點工作任務
(一)全面落實質量終身責任
1.落實五方責任主體質量終身責任。嚴(yan)(yan)格(ge)(ge)落(luo)(luo)實(shi)(shi)(shi)建設(she)(she)、勘(kan)(kan)察(cha)、設(she)(she)計、施(shi)工(gong)、監(jian)理等建設(she)(she)工(gong)程(cheng)各方主體(ti)責任,企業法人(ren)(ren)代表(biao)、項(xiang)(xiang)目負責人(ren)(ren)必(bi)須(xu)嚴(yan)(yan)格(ge)(ge)把關、落(luo)(luo)實(shi)(shi)(shi)責任。建設(she)(she)單(dan)位必(bi)須(xu)依法選擇(ze)參建隊伍,按照(zhao)合同約定(ding)及(ji)時足額撥付(fu)工(gong)程(cheng)款,科學確(que)定(ding)合理工(gong)期,及(ji)時移(yi)交建設(she)(she)項(xiang)(xiang)目檔案(an)。勘(kan)(kan)察(cha)單(dan)位要加強工(gong)程(cheng)勘(kan)(kan)察(cha)現場(chang)和(he)室內試驗(yan)質量(liang)控制,確(que)保勘(kan)(kan)察(cha)成果真實(shi)(shi)(shi)準確(que)。設(she)(she)計單(dan)位要嚴(yan)(yan)格(ge)(ge)執行(xing)(xing)工(gong)程(cheng)建設(she)(she)強制性標準,強化(hua)設(she)(she)計文件技術(shu)(shu)交底(di)和(he)現場(chang)服務(wu)。施(shi)工(gong)單(dan)位要嚴(yan)(yan)格(ge)(ge)落(luo)(luo)實(shi)(shi)(shi)項(xiang)(xiang)目經(jing)理責任,建立(li)質量(liang)保證體(ti)系,嚴(yan)(yan)格(ge)(ge)按圖紙(zhi)和(he)施(shi)工(gong)技術(shu)(shu)標準進(jin)行(xing)(xing)施(shi)工(gong),嚴(yan)(yan)格(ge)(ge)實(shi)(shi)(shi)行(xing)(xing)見證取樣制度,嚴(yan)(yan)格(ge)(ge)工(gong)序管理,實(shi)(shi)(shi)行(xing)(xing)質量(liang)管理標準化(hua)。監(jian)理單(dan)位要充分(fen)發揮(hui)過程(cheng)控制作用,認(ren)真審(shen)(shen)查進(jin)場(chang)單(dan)位資質和(he)人(ren)(ren)員資格(ge)(ge),嚴(yan)(yan)格(ge)(ge)審(shen)(shen)核施(shi)工(gong)組織設(she)(she)計和(he)專(zhuan)項(xiang)(xiang)施(shi)工(gong)方案(an)并監(jian)督實(shi)(shi)(shi)施(shi)。
2.落實項目負責人質量終身責任。嚴(yan)格執(zhi)行《建(jian)(jian)筑工程(cheng)(cheng)五(wu)方責(ze)任主體項(xiang)目負(fu)責(ze)人(ren)質量終(zhong)(zhong)身(shen)責(ze)任追(zhui)究(jiu)(jiu)暫行辦法》(建(jian)(jian)質〔2014〕124號),五(wu)方責(ze)任主體項(xiang)目負(fu)責(ze)人(ren)對(dui)工程(cheng)(cheng)質量終(zhong)(zhong)身(shen)(設(she)計使用(yong)年限內)負(fu)責(ze),對(dui)于發生工程(cheng)(cheng)質量責(ze)任問題(ti)的(de),要按照規定的(de)終(zhong)(zhong)身(shen)責(ze)任和追(zhui)究(jiu)(jiu)方式,嚴(yan)肅追(zhui)究(jiu)(jiu)相關(guan)負(fu)責(ze)人(ren)的(de)責(ze)任。
3.落實以項目經理、總監理工程師為主的施工現場管理人員責任。按照《建筑施工(gong)(gong)(gong)項(xiang)目經理(li)(li)質(zhi)量安全責任(ren)(ren)十項(xiang)規定》(建質(zhi)〔2014〕123號)規定,督(du)促(cu)施工(gong)(gong)(gong)企業切實(shi)(shi)落實(shi)(shi)好項(xiang)目經理(li)(li)的質(zhi)量安全責任(ren)(ren),并定期或不(bu)定期對項(xiang)目經理(li)(li)履(lv)職情況進(jin)行檢查(cha)。實(shi)(shi)施《嘉興市建設(she)工(gong)(gong)(gong)程施工(gong)(gong)(gong)現場關鍵(jian)崗(gang)位人(ren)員(yuan)變更管理(li)(li)暫行辦法》,要加強對項(xiang)目經理(li)(li)、總監理(li)(li)工(gong)(gong)(gong)程師等施工(gong)(gong)(gong)現場關鍵(jian)崗(gang)位人(ren)員(yuan)的管理(li)(li),規范變更行為,督(du)促(cu)到(dao)崗(gang)履(lv)職。
4.全面推行質量責任“兩書一牌一檔案”制度。建(jian)立完善(shan)法定(ding)代表(biao)人(ren)(ren)授(shou)權書(shu)、項(xiang)(xiang)目(mu)(mu)(mu)(mu)負(fu)責(ze)人(ren)(ren)質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)承諾(nuo)書(shu)、永久性質量(liang)(liang)(liang)(liang)(liang)責(ze)任(ren)(ren)(ren)(ren)標牌、項(xiang)(xiang)目(mu)(mu)(mu)(mu)負(fu)責(ze)人(ren)(ren)質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)信(xin)息(xi)(xi)檔(dang)案(an)(an)四項(xiang)(xiang)制度,提高質量(liang)(liang)(liang)(liang)(liang)責(ze)任(ren)(ren)(ren)(ren)主(zhu)體及相關負(fu)責(ze)人(ren)(ren)的(de)質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)意識。建(jian)設(she)單位(wei)在(zai)辦理(li)工(gong)(gong)(gong)程(cheng)質量(liang)(liang)(liang)(liang)(liang)監督手續時(shi),應當(dang)將建(jian)筑工(gong)(gong)(gong)程(cheng)五方(fang)責(ze)任(ren)(ren)(ren)(ren)主(zhu)體項(xiang)(xiang)目(mu)(mu)(mu)(mu)負(fu)責(ze)人(ren)(ren)質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)承諾(nuo)書(shu)連同法定(ding)代表(biao)人(ren)(ren)授(shou)權書(shu),報(bao)工(gong)(gong)(gong)程(cheng)質量(liang)(liang)(liang)(liang)(liang)監督機構備案(an)(an)。對于已經(jing)進行勘察、設(she)計、正在(zai)建(jian)設(she)的(de)工(gong)(gong)(gong)程(cheng)、尚未竣工(gong)(gong)(gong)驗收備案(an)(an)的(de)工(gong)(gong)(gong)程(cheng),各方(fang)主(zhu)體要(yao)補簽授(shou)權書(shu)、質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)承諾(nuo)書(shu),并于今年12月底前完成;對于新開(kai)工(gong)(gong)(gong)的(de)工(gong)(gong)(gong)程(cheng)項(xiang)(xiang)目(mu)(mu)(mu)(mu),一(yi)律嚴(yan)格按照規定(ding)執行。工(gong)(gong)(gong)程(cheng)竣工(gong)(gong)(gong)后必(bi)須(xu)在(zai)工(gong)(gong)(gong)程(cheng)外立面醒目(mu)(mu)(mu)(mu)位(wei)置設(she)置永久性質量(liang)(liang)(liang)(liang)(liang)責(ze)任(ren)(ren)(ren)(ren)標牌,載(zai)明參建(jian)單位(wei)和項(xiang)(xiang)目(mu)(mu)(mu)(mu)負(fu)責(ze)人(ren)(ren)姓(xing)名。建(jian)設(she)單位(wei)要(yao)建(jian)立五方(fang)主(zhu)體項(xiang)(xiang)目(mu)(mu)(mu)(mu)負(fu)責(ze)人(ren)(ren)質量(liang)(liang)(liang)(liang)(liang)終(zhong)(zhong)(zhong)身(shen)(shen)責(ze)任(ren)(ren)(ren)(ren)信(xin)息(xi)(xi)檔(dang)案(an)(an),包(bao)括負(fu)責(ze)人(ren)(ren)基本身(shen)(shen)份信(xin)息(xi)(xi)、責(ze)任(ren)(ren)(ren)(ren)承諾(nuo)書(shu)、法人(ren)(ren)授(shou)權書(shu),工(gong)(gong)(gong)程(cheng)竣工(gong)(gong)(gong)驗收合格后移交城建(jian)檔(dang)案(an)(an)管(guan)理(li)部門統一(yi)管(guan)理(li)保存(cun),確保信(xin)息(xi)(xi)可追溯(su)。
5. 嚴格質量責任追究。實(shi)行最嚴(yan)(yan)厲的責(ze)(ze)任(ren)(ren)追究(jiu)和倒查制(zhi)度,對(dui)設計壽命內不(bu)能正常使用或(huo)發(fa)生工程質(zhi)量事故(gu)、嚴(yan)(yan)重工程質(zhi)量問題(ti)的,依(yi)法(fa)嚴(yan)(yan)格處(chu)罰參(can)建單(dan)位(wei),并追究(jiu)單(dan)位(wei)法(fa)定代表人(ren)(ren)和項(xiang)目負責(ze)(ze)人(ren)(ren)責(ze)(ze)任(ren)(ren)。深(shen)化“兩場聯動”檢(jian)查機制(zhi),對(dui)檢(jian)查發(fa)現項(xiang)目負責(ze)(ze)人(ren)(ren)履責(ze)(ze)不(bu)到位(wei)的,按(an)照《建筑(zhu)(zhu)工程五方(fang)責(ze)(ze)任(ren)(ren)主(zhu)體項(xiang)目負責(ze)(ze)人(ren)(ren)質(zhi)量終身責(ze)(ze)任(ren)(ren)追究(jiu)暫行辦法(fa)》和《建筑(zhu)(zhu)施工項(xiang)目經理質(zhi)量安全責(ze)(ze)任(ren)(ren)十項(xiang)規(gui)定》規(gui)定,給(gei)予罰款、停止執業(ye)、吊銷執業(ye)資格證書(shu)等(deng)行政(zheng)(zheng)處(chu)罰和相(xiang)應(ying)行政(zheng)(zheng)處(chu)分,及時在公(gong)開信息(xi)平臺公(gong)布(bu)不(bu)良行為紀錄和處(chu)罰信息(xi)。
(二)著力規范建筑市場秩序
1.嚴格執行工程建設法定程序。各(ge)類(lei)建(jian)筑工程必須嚴格履行法定建(jian)設程序,凡是未辦理規劃(hua)許(xu)可(ke)、施工圖(tu)審查、質(zhi)量安(an)全報監、施工許(xu)可(ke)等手(shou)續(xu)或手(shou)續(xu)不全的(de),不得(de)開工建(jian)設。對(dui)未經批準或手(shou)續(xu)不全開工的(de),各(ge)級建(jian)設行政主管部門要(yao)依(yi)法責(ze)(ze)令停工,并對(dui)相關責(ze)(ze)任(ren)單位和(he)責(ze)(ze)任(ren)人(ren)進行處理。
2.嚴厲打擊承發包違法行為。各縣(市(shi)、區)建(jian)設行(xing)(xing)政(zheng)主管(guan)部(bu)門要(yao)(yao)把承發包(bao)(bao)違(wei)法(fa)(fa)(fa)行(xing)(xing)為(wei)(wei)查(cha)處作為(wei)(wei)深化“打(da)非(fei)治違(wei)”專項(xiang)行(xing)(xing)動(dong)(dong)的(de)(de)重(zhong)要(yao)(yao)內容和(he)工(gong)(gong)程(cheng)(cheng)質(zhi)量治理兩年行(xing)(xing)動(dong)(dong)的(de)(de)重(zhong)要(yao)(yao)抓手。按(an)照《建(jian)筑工(gong)(gong)程(cheng)(cheng)施(shi)工(gong)(gong)轉包(bao)(bao)違(wei)法(fa)(fa)(fa)分(fen)包(bao)(bao)等(deng)違(wei)法(fa)(fa)(fa)行(xing)(xing)為(wei)(wei)認定(ding)查(cha)處管(guan)理辦(ban)法(fa)(fa)(fa)》(建(jian)市(shi)〔2014〕118號),準(zhun)確把握建(jian)筑施(shi)工(gong)(gong)違(wei)法(fa)(fa)(fa)發包(bao)(bao)、轉包(bao)(bao)、違(wei)法(fa)(fa)(fa)分(fen)包(bao)(bao)及(ji)掛(gua)靠等(deng)違(wei)法(fa)(fa)(fa)行(xing)(xing)為(wei)(wei)的(de)(de)認定(ding)標準(zhun),企(qi)(qi)業(ye)要(yao)(yao)對(dui)(dui)照標準(zhun)進(jin)行(xing)(xing)自查(cha)整改,將(jiang)自查(cha)自糾情況在10月(yue)底(di)前向工(gong)(gong)程(cheng)(cheng)所(suo)在地建(jian)設行(xing)(xing)政(zheng)主管(guan)部(bu)門報告。11月(yue)開(kai)始,各縣(市(shi)、區)建(jian)設行(xing)(xing)政(zheng)主管(guan)部(bu)門要(yao)(yao)對(dui)(dui)全(quan)(quan)市(shi)所(suo)有在建(jian)的(de)(de)房屋建(jian)筑和(he)市(shi)政(zheng)基礎設施(shi)工(gong)(gong)程(cheng)(cheng)項(xiang)目(mu)的(de)(de)承發包(bao)(bao)情況進(jin)行(xing)(xing)全(quan)(quan)面(mian)檢查(cha),對(dui)(dui)認定(ding)有違(wei)法(fa)(fa)(fa)發包(bao)(bao)、轉包(bao)(bao)、違(wei)法(fa)(fa)(fa)分(fen)包(bao)(bao)及(ji)掛(gua)靠等(deng)違(wei)法(fa)(fa)(fa)行(xing)(xing)為(wei)(wei)的(de)(de)單(dan)位和(he)個(ge)人(ren)(ren),除依(yi)法(fa)(fa)(fa)給予罰款(kuan)、停(ting)(ting)業(ye)整頓(dun)、降低資質(zhi)等(deng)級、吊銷(xiao)資質(zhi)證(zheng)書、停(ting)(ting)止執(zhi)(zhi)業(ye)、吊銷(xiao)執(zhi)(zhi)業(ye)證(zheng)書等(deng)相應行(xing)(xing)政(zheng)處罰外,還(huan)要(yao)(yao)按(an)照《建(jian)筑工(gong)(gong)程(cheng)(cheng)施(shi)工(gong)(gong)轉包(bao)(bao)違(wei)法(fa)(fa)(fa)分(fen)包(bao)(bao)等(deng)違(wei)法(fa)(fa)(fa)行(xing)(xing)為(wei)(wei)認定(ding)查(cha)處管(guan)理辦(ban)法(fa)(fa)(fa)》規定(ding),采取限(xian)期不(bu)準(zhun)參(can)加(jia)招投標、重(zhong)新核(he)定(ding)企(qi)(qi)業(ye)資質(zhi)、不(bu)得擔(dan)任施(shi)工(gong)(gong)企(qi)(qi)業(ye)項(xiang)目(mu)負責人(ren)(ren)等(deng)相應的(de)(de)行(xing)(xing)政(zheng)管(guan)理措施(shi)。
3.建立健全社會監督機制。各建設行(xing)(xing)(xing)(xing)政主管部門(men)要加大政府信(xin)息(xi)公(gong)(gong)開力度,設立投訴舉報(bao)電話(hua)和投訴信(xin)箱并向社會(hui)公(gong)(gong)布,讓公(gong)(gong)眾了解和監(jian)督工程建設參建各方主體的(de)市場(chang)行(xing)(xing)(xing)(xing)為,鼓(gu)勵公(gong)(gong)眾舉報(bao)發(fa)現的(de)違(wei)(wei)法(fa)行(xing)(xing)(xing)(xing)為。對查(cha)處的(de)單位(wei)和個人的(de)違(wei)(wei)法(fa)行(xing)(xing)(xing)(xing)為及處罰結(jie)果一律(lv)在公(gong)(gong)眾信(xin)息(xi)平臺(tai)上進行(xing)(xing)(xing)(xing)公(gong)(gong)布,并適時通(tong)過媒體進行(xing)(xing)(xing)(xing)曝(pu)光,發(fa)揮新聞媒體和網絡媒介的(de)作用,震懾違(wei)(wei)法(fa)行(xing)(xing)(xing)(xing)為,提高企業(ye)和從(cong)業(ye)人員守法(fa)意識。同時要發(fa)揮行(xing)(xing)(xing)(xing)業(ye)協會(hui)的(de)自律(lv)作用,重點企業(ye)帶頭(tou)示范,維(wei)護市場(chang)秩序(xu)。
(三)突出抓好工程實體質量
1.切實提升工程勘察質量。全面(mian)貫徹落(luo)實(shi)省建設(she)廳《關于進一步加(jia)強工(gong)程(cheng)勘(kan)(kan)察(cha)質量管(guan)(guan)理(li)的(de)(de)意見(jian)(jian)》(浙建設(she)[2012]50號(hao))和(he)(he)(he)《關于做好(hao)房屋建筑和(he)(he)(he)市政(zheng)工(gong)程(cheng)勘(kan)(kan)察(cha)外(wai)(wai)業(ye)見(jian)(jian)證工(gong)作的(de)(de)通知》(建設(she)發[2012]168號(hao))精神,加(jia)強工(gong)程(cheng)勘(kan)(kan)察(cha)質量管(guan)(guan)理(li),落(luo)實(shi)勘(kan)(kan)察(cha)外(wai)(wai)業(ye)見(jian)(jian)證制度(du)。建設(she)單位(wei)要(yao)指派本單位(wei)見(jian)(jian)證員(yuan)或(huo)委(wei)托第三方見(jian)(jian)證員(yuan)采(cai)取(qu)旁站方式,對勘(kan)(kan)察(cha)外(wai)(wai)業(ye)作業(ye)人員(yuan)的(de)(de)資格和(he)(he)(he)勘(kan)(kan)探(tan)點(dian)、鉆(zhan)探(tan)、取(qu)樣、原位(wei)測試、原始(shi)記錄(lu)等(deng)外(wai)(wai)業(ye)工(gong)作進行(xing)檢查、核實(shi),未進行(xing)外(wai)(wai)業(ye)見(jian)(jian)證或(huo)勘(kan)(kan)察(cha)成果與外(wai)(wai)業(ye)見(jian)(jian)證記錄(lu)不(bu)符的(de)(de)不(bu)予通過(guo)施工(gong)圖審查。逐步完善勘(kan)(kan)察(cha)外(wai)(wai)業(ye)備案管(guan)(guan)理(li)制度(du),勘(kan)(kan)察(cha)單位(wei)要(yao)在外(wai)(wai)業(ye)工(gong)作前(qian)48小時通過(guo)全省勘(kan)(kan)察(cha)設(she)計行(xing)業(ye)四庫一平臺信(xin)息系統報建設(she)行(xing)政(zheng)主管(guan)(guan)部門。各(ge)建設(she)行(xing)政(zheng)主管(guan)(guan)部門要(yao)采(cai)用(yong)隨機抽取(qu)的(de)(de)方式飛行(xing)檢查,將達不(bu)到(dao)要(yao)求(qiu)的(de)(de)勘(kan)(kan)察(cha)單位(wei)列為(wei)重點(dian)監管(guan)(guan)對象。
2.切實提高工程設計質量。設(she)(she)計(ji)(ji)單(dan)位要(yao)(yao)在(zai)勘察報告的(de)(de)(de)基礎上,嚴(yan)格按照法律法規和工(gong)程(cheng)建(jian)設(she)(she)強(qiang)制性(xing)標準(zhun)進(jin)(jin)行(xing)(xing)(xing)(xing)(xing)設(she)(she)計(ji)(ji),不得隨意更改(gai)設(she)(she)計(ji)(ji),降低標準(zhun)。要(yao)(yao)深(shen)化施(shi)工(gong)圖設(she)(she)計(ji)(ji)深(shen)度,完善質(zhi)量通(tong)病控制點做(zuo)法。要(yao)(yao)加強(qiang)建(jian)設(she)(she)工(gong)程(cheng)現(xian)場服務和管理,在(zai)建(jian)設(she)(she)工(gong)程(cheng)施(shi)工(gong)前,做(zuo)好設(she)(she)計(ji)(ji)交(jiao)底(di),指導施(shi)工(gong)單(dan)位按照設(she)(she)計(ji)(ji)要(yao)(yao)求和相關技術標準(zhun)進(jin)(jin)行(xing)(xing)(xing)(xing)(xing)施(shi)工(gong);在(zai)施(shi)工(gong)過(guo)程(cheng)中,要(yao)(yao)認真(zhen)履行(xing)(xing)(xing)(xing)(xing)驗(yan)收職責,嚴(yan)格把(ba)關,對不符(fu)合(he)設(she)(she)計(ji)(ji)的(de)(de)(de)應要(yao)(yao)求施(shi)工(gong)單(dan)位予以(yi)糾正。各建(jian)設(she)(she)行(xing)(xing)(xing)(xing)(xing)政(zheng)主管部門(men)要(yao)(yao)結(jie)合(he)工(gong)程(cheng)實(shi)施(shi)情況,定(ding)期或不定(ding)期開(kai)展設(she)(she)計(ji)(ji)質(zhi)量檢(jian)查,及時(shi)發(fa)現(xian)設(she)(she)計(ji)(ji)中存在(zai)的(de)(de)(de)問題,落實(shi)責任單(dan)位進(jin)(jin)行(xing)(xing)(xing)(xing)(xing)整(zheng)(zheng)改(gai),促(cu)進(jin)(jin)設(she)(she)計(ji)(ji)行(xing)(xing)(xing)(xing)(xing)業整(zheng)(zheng)體水平的(de)(de)(de)提高。
3.加大建筑材料源頭管控力度。工(gong)程(cheng)質(zhi)(zhi)量(liang)各(ge)方(fang)主體(ti)必(bi)須高度重視(shi)工(gong)程(cheng)建(jian)設(she)所用(yong)建(jian)筑(zhu)材(cai)料、構配件、半成品和設(she)備的質(zhi)(zhi)量(liang)并做(zuo)好進(jin)場(chang)驗(yan)收(shou)和復檢(jian)(jian)(jian)(jian)工(gong)作(zuo),保證建(jian)筑(zhu)材(cai)料符合相關標準和設(she)計要(yao)求(qiu),必(bi)須堅持“先(xian)檢(jian)(jian)(jian)(jian)驗(yan)、后使用(yong)”的原(yuan)則,按進(jin)場(chang)批(pi)次進(jin)行(xing)自檢(jian)(jian)(jian)(jian),自檢(jian)(jian)(jian)(jian)合格且具有(you)合格質(zhi)(zhi)量(liang)證明文件,報監(jian)理(li)單位進(jin)場(chang)檢(jian)(jian)(jian)(jian)驗(yan)驗(yan)收(shou),未經(jing)監(jian)理(li)工(gong)程(cheng)師檢(jian)(jian)(jian)(jian)驗(yan)簽字不得在工(gong)程(cheng)上(shang)使用(yong)或(huo)者安裝,嚴禁使用(yong)未經(jing)檢(jian)(jian)(jian)(jian)測(ce)或(huo)者經(jing)檢(jian)(jian)(jian)(jian)測(ce)質(zhi)(zhi)量(liang)不合格的建(jian)筑(zhu)材(cai)料。繼續大力開展政府(fu)性(xing)監(jian)督(du)性(xing)檢(jian)(jian)(jian)(jian)測(ce),加(jia)強(qiang)對工(gong)程(cheng)原(yuan)材(cai)料使用(yong)的監(jian)督(du),進(jin)一步保證工(gong)程(cheng)質(zhi)(zhi)量(liang)的源頭。加(jia)強(qiang)對商品混凝(ning)土(tu)的質(zhi)(zhi)量(liang)管(guan)理(li),修(xiu)訂《嘉興市預拌(ban)混凝(ning)土(tu)質(zhi)(zhi)量(liang)管(guan)理(li)規定(試行(xing))》,定期開展好預拌(ban)混凝(ning)土(tu)質(zhi)(zhi)量(liang)檢(jian)(jian)(jian)(jian)查(cha)和商品混凝(ning)土(tu)企業考評工(gong)作(zuo)。
4.有效發揮監理現場管控作用。引導監(jian)(jian)理(li)企(qi)業健(jian)全質量(liang)管理(li)體(ti)系,加強(qiang)現(xian)(xian)場(chang)(chang)項目(mu)部(bu)人員的(de)配置和管理(li),選派具備(bei)相應資格的(de)總監(jian)(jian)理(li)工(gong)程(cheng)(cheng)師和監(jian)(jian)理(li)工(gong)程(cheng)(cheng)師進駐(zhu)施工(gong)現(xian)(xian)場(chang)(chang),貫徹執行新(xin)版國家標準(zhun)《建設工(gong)程(cheng)(cheng)監(jian)(jian)理(li)規范》和浙江省標準(zhun)《建設工(gong)程(cheng)(cheng)監(jian)(jian)理(li)工(gong)作標準(zhun)》,開展全過程(cheng)(cheng)監(jian)(jian)理(li)服(fu)務,強(qiang)化監(jian)(jian)理(li)旁站(zhan)和平行檢查,切實發揮監(jian)(jian)理(li)對工(gong)程(cheng)(cheng)質量(liang)管控的(de)作用。加強(qiang)對我市監(jian)(jian)理(li)行業的(de)政策扶(fu)持力(li)度,培育一批(pi)有技術實力(li)、有品牌影響(xiang)的(de)重點、骨干企(qi)業。
5.狠抓工程質量通病問題治理。全(quan)面實施《嘉(jia)興市住(zhu)宅工(gong)程質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)防(fang)治(zhi)要(yao)(yao)點》,深(shen)入開展(zhan)質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)防(fang)治(zhi)工(gong)作,從招(zhao)投標、設(she)計、審圖、材(cai)料、施工(gong)、管理(li)等(deng)各個環(huan)節進(jin)(jin)行綜合(he)考慮(lv),防(fang)治(zhi)結合(he),有效減少“二(er)裂四滲(shen)漏”的質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)現象和(he)(he)質(zhi)(zhi)量(liang)(liang)(liang)投訴。建(jian)設(she)單(dan)(dan)位要(yao)(yao)在工(gong)程開工(gong)前下達質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)防(fang)治(zhi)任務(wu)書,并在辦理(li)質(zhi)(zhi)量(liang)(liang)(liang)監督登記時同時提交(jiao)監督機構,設(she)計單(dan)(dan)位要(yao)(yao)針(zhen)對易發(fa)生住(zhu)宅工(gong)程質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)的部位和(he)(he)環(huan)節進(jin)(jin)行細化設(she)計,施工(gong)單(dan)(dan)位要(yao)(yao)認真編制防(fang)治(zhi)方案和(he)(he)施工(gong)措施并嚴格貫徹執行,監理(li)單(dan)(dan)位要(yao)(yao)對通(tong)病(bing)(bing)防(fang)治(zhi)措施的重點和(he)(he)關鍵部位加強旁站、巡視(shi)和(he)(he)平行檢驗(yan)(yan),工(gong)程竣工(gong)后建(jian)設(she)單(dan)(dan)位要(yao)(yao)組(zu)織設(she)計、施工(gong)、監理(li)等(deng)單(dan)(dan)位進(jin)(jin)行質(zhi)(zhi)量(liang)(liang)(liang)通(tong)病(bing)(bing)防(fang)治(zhi)的專(zhuan)項(xiang)驗(yan)(yan)收和(he)(he)評估。
6.鼓勵工程創優奪杯和技術進步。引(yin)導企(qi)(qi)業進(jin)一步樹立(li)質量意識和品牌(pai)意識,在工程(cheng)創優(you)(you)(you)過程(cheng)中精心(xin)編制施(shi)工組織(zhi)設計(ji)及各項施(shi)工方案,繼續實行政(zheng)府對獲魯班獎、國(guo)(guo)優(you)(you)(you)工程(cheng)、錢江杯、南(nan)湖杯、省標、市(shi)標工地的獎勵政(zheng)策(ce),倡(chang)導優(you)(you)(you)質優(you)(you)(you)價,進(jin)一步營(ying)造(zao)創優(you)(you)(you)奪杯的良好氛圍(wei)。鼓(gu)勵企(qi)(qi)業加(jia)大(da)科(ke)技(ji)投入,積極(ji)培育企(qi)(qi)業技(ji)術(shu)中心(xin),加(jia)大(da)對工法(fa)、QC成果等的研究和嘗試,推(tui)(tui)動工程(cheng)建設企(qi)(qi)業標準(zhun)編制工作,鼓(gu)勵和支持有能力(li)的企(qi)(qi)業積極(ji)參與國(guo)(guo)家及行業標準(zhun)的制修訂。積極(ji)推(tui)(tui)進(jin)質量行為標準(zhun)化和實體質量管控標準(zhun)化活動,全面提升(sheng)工程(cheng)質量安全水平。
(四)注重加強中介機構管理
1.規范檢測機構行為。進一步(bu)完(wan)善工(gong)程(cheng)質量(liang)檢(jian)測(ce)制度(du),加(jia)強對檢(jian)測(ce)過程(cheng)和(he)檢(jian)測(ce)行為的(de)(de)監管,堅決依法嚴厲打擊虛假檢(jian)測(ce)報告(gao)行為,規范檢(jian)測(ce)市(shi)場秩序(xu)。建立(li)健全(quan)檢(jian)測(ce)機(ji)構(gou)(gou)和(he)檢(jian)測(ce)人員信用檔案和(he)信用評價機(ji)制,完(wan)善分類監管和(he)差異化管理(li),做到誠信獲利,失(shi)信懲戒,突出對信用級別低的(de)(de)檢(jian)測(ce)機(ji)構(gou)(gou)的(de)(de)監管,使信譽(yu)度(du)差、不規范的(de)(de)檢(jian)測(ce)機(ji)構(gou)(gou)逐步(bu)失(shi)去直至退出市(shi)場。推進全(quan)市(shi)工(gong)程(cheng)質量(liang)檢(jian)測(ce)信息化管理(li)聯網,加(jia)強樁(zhuang)基檢(jian)測(ce)數(shu)據實時(shi)傳輸系統建設,規范檢(jian)測(ce)過程(cheng)數(shu)據報備(bei)。同時(shi)要(yao)與質監部門(men)聯合開展檢(jian)測(ce)機(ji)構(gou)(gou)質量(liang)專項(xiang)檢(jian)查(cha),加(jia)大處罰力度(du),規范檢(jian)測(ce)市(shi)場秩序(xu)。
2.規范招標代理行為。要建(jian)立(li)(li)對(dui)招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)的信用(yong)評(ping)(ping)級制(zhi)度,對(dui)招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)的資格條件、市場(chang)行(xing)(xing)(xing)為、社會(hui)信譽進行(xing)(xing)(xing)綜合評(ping)(ping)價及考核(he),并推行(xing)(xing)(xing)政(zheng)府投(tou)資項(xiang)目預選招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)制(zhi)度,探(tan)索研究招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)公開(kai)選擇辦法(fa);建(jian)立(li)(li)完(wan)善(shan)對(dui)招(zhao)(zhao)(zhao)標代(dai)理(li)專職人(ren)(ren)員的信用(yong)考核(he)評(ping)(ping)介機(ji)(ji)(ji)(ji)制(zhi);對(dui)招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)不嚴格執行(xing)(xing)(xing)國家(jia)規范(fan)和計價原則,清單(dan)缺項(xiang)漏項(xiang)、高估冒算或(huo)故意壓價等不規范(fan)行(xing)(xing)(xing)為等原因造成(cheng)(cheng)延誤工程項(xiang)目招(zhao)(zhao)(zhao)標活(huo)動的,建(jian)設行(xing)(xing)(xing)政(zheng)主管(guan)部門應當依法(fa)對(dui)招(zhao)(zhao)(zhao)標代(dai)理(li)機(ji)(ji)(ji)(ji)構(gou)及其相關從業人(ren)(ren)員予(yu)以行(xing)(xing)(xing)政(zheng)處罰,并記入不良行(xing)(xing)(xing)為信用(yong)檔(dang)案,造成(cheng)(cheng)招(zhao)(zhao)(zhao)標人(ren)(ren)或(huo)中標人(ren)(ren)損(sun)失的,應當依法(fa)承擔賠償責任。
3.規范造價咨詢企業行為。認真做好咨(zi)詢(xun)企(qi)(qi)業(ye)管(guan)理工(gong)作,完善市(shi)場準入(ru)、清出(chu)機制,同時要加(jia)大(da)造價(jia)(jia)(jia)從(cong)業(ye)市(shi)場的(de)(de)監管(guan)力(li)(li)度,加(jia)強對(dui)工(gong)程造價(jia)(jia)(jia)咨(zi)詢(xun)企(qi)(qi)業(ye)和執(從(cong))業(ye)人員的(de)(de)監督(du)檢查,促進咨(zi)詢(xun)行業(ye)規(gui)范運作。開展造價(jia)(jia)(jia)咨(zi)詢(xun)企(qi)(qi)業(ye)信(xin)用評價(jia)(jia)(jia)工(gong)作,強化執(從(cong))業(ye)人員資格培訓和繼(ji)續教育,大(da)力(li)(li)提(ti)升工(gong)程造價(jia)(jia)(jia)咨(zi)詢(xun)行業(ye)綜(zong)合(he)實力(li)(li)。積(ji)極引(yin)導(dao)咨(zi)詢(xun)企(qi)(qi)業(ye)錯(cuo)位競(jing)爭,有序發展,形(xing)成(cheng)大(da)、中、小企(qi)(qi)業(ye)及綜(zong)合(he)型、專(zhuan)業(ye)型企(qi)(qi)業(ye)互相依(yi)存、協調發展的(de)(de)產業(ye)結構,以(yi)滿足投資主體多元(yuan)化和建設項(xiang)目(mu)組(zu)織實施方(fang)式多樣(yang)化的(de)(de)需求。支持造價(jia)(jia)(jia)咨(zi)詢(xun)企(qi)(qi)業(ye)利用自身優(you)勢,通過強強聯合(he)、加(jia)快“走出(chu)去”發展步伐(fa)。
4.加強審圖機構管理。根據住建部(bu)《房(fang)屋建筑和(he)市政(zheng)基礎設(she)(she)(she)(she)施(shi)工(gong)(gong)(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)設(she)(she)(she)(she)計(ji)(ji)文件審(shen)(shen)(shen)(shen)查(cha)管(guan)理(li)(li)辦法》(住建部(bu)第(di)13號令)和(he)省(sheng)(sheng)廳有關(guan)施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)審(shen)(shen)(shen)(shen)查(cha)機(ji)(ji)構(gou)管(guan)理(li)(li)辦法規(gui)(gui)定(ding),制(zhi)訂完善本市施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)審(shen)(shen)(shen)(shen)查(cha)機(ji)(ji)構(gou)管(guan)理(li)(li)辦法。進(jin)一(yi)(yi)步強(qiang)化(hua)圖(tu)(tu)審(shen)(shen)(shen)(shen)機(ji)(ji)構(gou)責(ze)任,對(dui)審(shen)(shen)(shen)(shen)查(cha)人(ren)員不(bu)具備(bei)(bei)條件、審(shen)(shen)(shen)(shen)查(cha)程序不(bu)規(gui)(gui)范、審(shen)(shen)(shen)(shen)查(cha)質量不(bu)高的(de)(de)圖(tu)(tu)審(shen)(shen)(shen)(shen)機(ji)(ji)構(gou),要依(yi)(yi)法對(dui)責(ze)任單(dan)位和(he)責(ze)任人(ren)作出處理(li)(li)。按照省(sheng)(sheng)廳部(bu)署,全面(mian)推行施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)審(shen)(shen)(shen)(shen)查(cha)網上統一(yi)(yi)受理(li)(li)制(zhi)度,積(ji)極推進(jin)搖號等公平公正的(de)(de)送審(shen)(shen)(shen)(shen)方式。適時試點開展勘(kan)(kan)察前(qian)置審(shen)(shen)(shen)(shen)查(cha)工(gong)(gong)(gong)(gong)(gong)作,嚴格執行“先(xian)勘(kan)(kan)察、后設(she)(she)(she)(she)計(ji)(ji)、再施(shi)工(gong)(gong)(gong)(gong)(gong)”的(de)(de)基本建設(she)(she)(she)(she)程序,先(xian)將(jiang)勘(kan)(kan)察文件報審(shen)(shen)(shen)(shen),未經審(shen)(shen)(shen)(shen)查(cha)合格的(de)(de)勘(kan)(kan)察文件不(bu)得(de)作為(wei)工(gong)(gong)(gong)(gong)(gong)程設(she)(she)(she)(she)計(ji)(ji)依(yi)(yi)據。各地要進(jin)一(yi)(yi)步抓(zhua)好(hao)施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)審(shen)(shen)(shen)(shen)查(cha)備(bei)(bei)案(an)制(zhi)度,通過施(shi)工(gong)(gong)(gong)(gong)(gong)圖(tu)(tu)審(shen)(shen)(shen)(shen)查(cha)系統,進(jin)一(yi)(yi)步完善設(she)(she)(she)(she)計(ji)(ji)責(ze)任終身制(zhi)制(zhi)度。
(五)積極推進新型建筑工業化
1.加強政策引導。制定我市新(xin)型(xing)(xing)建(jian)筑工業化的發展(zhan)計劃、實(shi)施(shi)方(fang)案,協調(diao)出臺激勵(li)政策,在土地要素、稅費減免(mian)、財政補貼、金融(rong)保(bao)障(zhang)、人(ren)才引進等方(fang)面給予支持;鼓(gu)勵(li)新(xin)建(jian)政府投資工程和保(bao)障(zhang)性安居(ju)工程率先探(tan)索(suo)實(shi)踐新(xin)型(xing)(xing)建(jian)筑工業化生產方(fang)式。
2.加快試點推進。積(ji)極利用和發(fa)(fa)(fa)揮(hui)預制構(gou)(gou)件(jian)產(chan)(chan)(chan)(chan)業優勢,大力發(fa)(fa)(fa)展(zhan)(zhan)新型建筑(zhu)工(gong)業化(hua)(hua)產(chan)(chan)(chan)(chan)業基地(di),到2015年底(di),建成2-3個建筑(zhu)工(gong)業化(hua)(hua)基地(di),形成具有一(yi)定(ding)規模的構(gou)(gou)件(jian)部品生(sheng)產(chan)(chan)(chan)(chan)能力;大力推動試點項(xiang)目建設,通過對試點項(xiang)目的工(gong)程實(shi)踐、科(ke)研(yan)合作、技(ji)術攻關,先行(xing)開展(zhan)(zhan)新型建筑(zhu)工(gong)業化(hua)(hua)的技(ji)術體系研(yan)究,形成成熟的結(jie)構(gou)(gou)體系和成功的施工(gong)模式,為地(di)方標(biao)準制訂、部品構(gou)(gou)件(jian)推廣(guang)、產(chan)(chan)(chan)(chan)業基地(di)培育積(ji)累經驗,逐步實(shi)現(xian)工(gong)程設計、構(gou)(gou)件(jian)生(sheng)產(chan)(chan)(chan)(chan)和施工(gong)安(an)裝標(biao)準化(hua)(hua),鼓勵成立(li)包括開發(fa)(fa)(fa)、科(ke)研(yan)、設計、構(gou)(gou)件(jian)生(sheng)產(chan)(chan)(chan)(chan)、施工(gong)、運營(ying)維護等在內的產(chan)(chan)(chan)(chan)業聯盟(meng)。
3.強化監管保障。加(jia)強對試點項目的(de)(de)監督管理和(he)指導服務,確保(bao)工程質量,總結監管經驗,探(tan)索適宜(yi)的(de)(de)監管模式和(he)方(fang)法(fa),保(bao)障建筑產業現(xian)代化健康發展。
(六)大力推進建筑市場誠信體系建設
1.推進三庫融合。完(wan)善建(jian)(jian)(jian)筑(zhu)市(shi)場誠(cheng)信(xin)體系(xi)(xi)和制度,推進(jin)企(qi)業(ye)(ye)數(shu)(shu)據(ju)(ju)庫(ku)(ku)(ku)、人員數(shu)(shu)據(ju)(ju)庫(ku)(ku)(ku)、項(xiang)目(mu)數(shu)(shu)據(ju)(ju)庫(ku)(ku)(ku)三庫(ku)(ku)(ku)融(rong)合,按(an)照《全(quan)國建(jian)(jian)(jian)筑(zhu)市(shi)場監管(guan)(guan)與誠(cheng)信(xin)信(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)基礎(chu)數(shu)(shu)據(ju)(ju)庫(ku)(ku)(ku)管(guan)(guan)理(li)辦法》和《全(quan)國建(jian)(jian)(jian)筑(zhu)市(shi)場監管(guan)(guan)與誠(cheng)信(xin)信(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)基礎(chu)數(shu)(shu)據(ju)(ju)庫(ku)(ku)(ku)數(shu)(shu)據(ju)(ju)標準》(建(jian)(jian)(jian)市(shi)〔2014〕108號)的要求,加快(kuai)推進(jin)“嘉興市(shi)建(jian)(jian)(jian)筑(zhu)業(ye)(ye)行業(ye)(ye)監管(guan)(guan)信(xin)息(xi)(xi)平臺(tai)”建(jian)(jian)(jian)設,并(bing)對企(qi)業(ye)(ye)、人員、項(xiang)目(mu)進(jin)行實時監控(kong)、動(dong)態管(guan)(guan)理(li),實現全(quan)市(shi)建(jian)(jian)(jian)筑(zhu)市(shi)場“數(shu)(shu)據(ju)(ju)一個(ge)庫(ku)(ku)(ku)、監管(guan)(guan)一張網、管(guan)(guan)理(li)一條線”的信(xin)息(xi)(xi)化監管(guan)(guan)目(mu)標。2015年6月前,納入全(quan)省統(tong)(tong)一的工程建(jian)(jian)(jian)設監管(guan)(guan)和信(xin)用(yong)管(guan)(guan)理(li)信(xin)息(xi)(xi)平臺(tai)。
2.加強誠信考核。健全不良行為黑名單制度、建(jian)筑業(ye)企業(ye)積(ji)分管理制度,修訂《嘉興市(shi)建(jian)筑市(shi)場(chang)不良行為計分管理辦(ban)法(fa)》,完善企業(ye)信(xin)(xin)用考核(he),加(jia)大市(shi)場(chang)準入(ru)清(qing)出力度。深化(hua)“兩(liang)場(chang)聯動(dong)”監督,對工(gong)(gong)(gong)程建(jian)設招(zhao)標(biao)投標(biao)、造(zao)價咨詢(xun)、合同備案和履約監管、圖紙審(shen)(shen)查(cha)、施工(gong)(gong)(gong)許(xu)可(ke)、質(zhi)(zhi)(zhi)量安全監督、竣工(gong)(gong)(gong)備案等(deng)方面實(shi)施全過程綜(zong)合管理。將建(jian)筑市(shi)場(chang)信(xin)(xin)用信(xin)(xin)息作(zuo)為招(zhao)標(biao)投標(biao)、資(zi)質(zhi)(zhi)(zhi)(資(zi)格(ge))審(shen)(shen)查(cha)、工(gong)(gong)(gong)程評優等(deng)活動(dong)的重要依據,形成“守信(xin)(xin)激勵(li)、失信(xin)(xin)懲戒”的建(jian)筑市(shi)場(chang)信(xin)(xin)用環(huan)境。加(jia)強與發改、財政、公管、工(gong)(gong)(gong)商、質(zhi)(zhi)(zhi)監、金融、稅務(wu)等(deng)部門之(zhi)間的企業(ye)誠信(xin)(xin)信(xin)(xin)息共享,倒逼(bi)企業(ye)主動(dong)抓質(zhi)(zhi)(zhi)量講誠信(xin)(xin),提升自覺(jue)性和積(ji)極(ji)性。
(七)切實提高從業人員素質
1.落實施工企業教育培訓責任。要按照《關于進一步加(jia)強和(he)完善建筑勞務(wu)(wu)管理工(gong)(gong)(gong)作的指導意見》(建市(shi)〔2014〕112號)要求,指導和(he)督促施(shi)工(gong)(gong)(gong)企(qi)業,進一步落實(shi)在工(gong)(gong)(gong)人培養、權益保護、用(yong)工(gong)(gong)(gong)管理、質(zhi)量安全(quan)管理等方面(mian)的責任。施(shi)工(gong)(gong)(gong)企(qi)業對(dui)自(zi)有勞務(wu)(wu)人員的施(shi)工(gong)(gong)(gong)現場用(yong)工(gong)(gong)(gong)管理、持(chi)證上崗作業和(he)工(gong)(gong)(gong)資(zi)發放(fang)承(cheng)擔(dan)直接責任,施(shi)工(gong)(gong)(gong)總(zong)承(cheng)包(bao)企(qi)業對(dui)所承(cheng)包(bao)工(gong)(gong)(gong)程(cheng)的勞務(wu)(wu)管理全(quan)面(mian)負責。
2.加強民工學校建設。堅持“政府倡導、企業主辦、工(gong)(gong)地建(jian)校、社會參與”的(de)辦學模式,大力開展農(nong)民工(gong)(gong)業余學校建(jian)設(she),進(jin)一步(bu)提(ti)高建(jian)設(she)工(gong)(gong)地民工(gong)(gong)學校辦學質(zhi)量和(he)水(shui)平,推(tui)進(jin)民工(gong)(gong)學校常態化(hua)、制度化(hua)、標(biao)準化(hua)、規范化(hua),按照《嘉興市(shi)建(jian)筑工(gong)(gong)地農(nong)民工(gong)(gong)業余學校考評管理(li)辦法(試行(xing))》,對全市(shi)建(jian)筑工(gong)(gong)地農(nong)民工(gong)(gong)業余學校進(jin)行(xing)等級化(hua)考評管理(li)。
3.深入開展技能比武活動。積(ji)極(ji)(ji)組織各種現場會、觀摩(mo)會、演(yan)(yan)練活(huo)動,搭建(jian)學習交流和(he)實戰演(yan)(yan)練的平(ping)臺,提升從業人員知識水(shui)平(ping)和(he)能(neng)力素質(zhi)。深(shen)入開展(zhan)技(ji)能(neng)比(bi)武活(huo)動,拓展(zhan)技(ji)能(neng)人才培養(yang)途(tu)徑,充分調動和(he)發(fa)揮廣大職工(gong)的積(ji)極(ji)(ji)性(xing)和(he)創造性(xing),改善知識結構(gou),提高崗位技(ji)能(neng),通過技(ji)能(neng)比(bi)武、崗位練兵,不斷提高從業人員的知識水(shui)平(ping)和(he)技(ji)能(neng)素質(zhi)。
四、工作計劃
(一)動員部署階段(2014年10月底前)。貫徹落(luo)實全國工程質量治(zhi)理(li)(li)(li)兩年行動電(dian)視電(dian)話會(hui)議(yi)精(jing)神,按(an)照住建(jian)部《工程質量治(zhi)理(li)(li)(li)兩年行動方案(an)》,制(zhi)訂我市工程質量治(zhi)理(li)(li)(li)工作的實施(shi)方案(an),動員部署兩年治(zhi)理(li)(li)(li)行動,將治(zhi)理(li)(li)(li)行動相關精(jing)神和要求傳達到(dao)本轄區每個(ge)企業、每個(ge)項目,并組織各建(jian)設、勘察(cha)、設計(ji)、施(shi)工、監(jian)理(li)(li)(li)單位對所有在(zai)建(jian)項目開展自查自糾。
(二)組織實施階段(2014年11月—2016年6月底)。按照(zhao)本方案(an),組織開展治(zhi)理行動(dong),對(dui)我市(shi)所有在建(jian)的(de)房屋(wu)建(jian)筑和(he)市(shi)政(zheng)(zheng)基礎設施(shi)工程(cheng)的(de)承發包(bao)情(qing)況、質量責任(ren)落(luo)實情(qing)況進(jin)行全面檢查(cha),重點排(pai)查(cha)保障性安居工程(cheng)、市(shi)政(zheng)(zheng)基礎設施(shi)、大型公共(gong)建(jian)筑等(deng)項(xiang)目(mu),在企業自(zi)查(cha)自(zi)糾的(de)基礎上(shang),今(jin)年11月至(zhi)2016年6月,各縣(xian)(市(shi)、區)建(jian)設行政(zheng)(zheng)主管部門對(dui)本轄區內在建(jian)工程(cheng)項(xiang)目(mu)進(jin)行全面排(pai)查(cha),每4個(ge)月一次(ci),市(shi)里(li)將同步開展排(pai)查(cha)督查(cha)。
(三)總結分析階段(2016年7月—8月)。對治理行動開展情(qing)況進行總結分析,研究提出建(jian)立健(jian)全長(chang)效機制的意見和(he)建(jian)議,形成工作總結報告(gao),各縣(市、區)建(jian)設行政主(zhu)管部門需按時上(shang)報總結材(cai)料。
五、保障措施
(一)加強組織領導。各縣(市(shi)、區(qu))建設行政(zheng)主(zhu)管(guan)部門要(yao)認(ren)真領會上級要(yao)求,提高對治(zhi)理(li)(li)行動(dong)(dong)的認(ren)識,精心安排、認(ren)真組織、周密部署,按照本方案的統一安排,明(ming)確治(zhi)理(li)(li)行動(dong)(dong)的重點(dian)、步驟(zou)和要(yao)求,落實相應(ying)的工作計劃和措施,并同步開展實施,將(jiang)工作做細做實。加(jia)強上下聯動(dong)(dong)和部門聯動(dong)(dong),加(jia)強溝通協調,相互配合,主(zhu)動(dong)(dong)補位,形成(cheng)齊抓共管(guan)的合力
(二)落實責任監督。市建(jian)(jian)委治(zhi)(zhi)理行(xing)動(dong)領導(dao)小組將加(jia)強(qiang)對各(ge)縣(市、區)治(zhi)(zhi)理行(xing)動(dong)的領導(dao)、協調和監督,建(jian)(jian)立責任追(zhui)究(jiu)制度,對工作不力、存(cun)在失職(zhi)瀆職(zhi)行(xing)為的,將予以(yi)通報批評、嚴格追(zhui)究(jiu)責任;對工作突(tu)出(chu)、成效(xiao)顯著(zhu)的,要進行(xing)表揚并總結(jie)推廣(guang)成功經(jing)驗(yan)。市建(jian)(jian)委將加(jia)強(qiang)對各(ge)縣(市、區)開展兩年行(xing)動(dong)工作的考核,將考核內(nei)容與“質量強(qiang)市”建(jian)(jian)設和評優評獎相結(jie)合。
(三)加強信息報送。建(jian)立(li)工(gong)程質量(liang)治理兩年行動工(gong)作進(jin)展(zhan)月(yue)報(bao)(bao)制度和(he)聯絡(luo)員會議(yi)制度,各縣(xian)(市、區)建(jian)設行政主管(guan)部門要(yao)指定專人負責信息統計,2014年10月(yue)22日前將工(gong)程質量(liang)治理兩年行動聯絡(luo)員名(ming)單報(bao)(bao)市建(jian)管(guan)局(ju),并(bing)在每(mei)月(yue)3日前將上月(yue)相關工(gong)作推(tui)進(jin)情(qing)況(附(fu)件(jian)2、附(fu)件(jian)3、附(fu)近4、附(fu)件(jian)5、附(fu)件(jian)6)報(bao)(bao)市建(jian)管(guan)局(ju)。對發生投(tou)訴、舉報(bao)(bao)、群(qun)體(ti)性事件(jian)、媒體(ti)報(bao)(bao)道并(bing)造成惡劣社會影響(xiang)的嚴重質量(liang)問題和(he)本地(di)區典(dian)型(xing)案例要(yao)隨時上報(bao)(bao)。
(四)營造宣傳氛圍。充分利(li)用(yong)報刊、廣播(bo)、電視、網絡(luo)等(deng)多種形式,對治(zhi)理行(xing)動的(de)重(zhong)要意義、進(jin)展情(qing)況(kuang)以及取得的(de)成(cheng)效,進(jin)行(xing)多層面、多渠道、全方(fang)位廣泛宣傳,用(yong)客(ke)觀的(de)情(qing)況(kuang),準確的(de)信息向社會傳遞和釋(shi)放(fang)正能量,營造有(you)利(li)于治(zhi)理行(xing)動的(de)強大輿論氛(fen)圍。同時,充分發揮行(xing)業協(xie)會、學會在加強企業自律、樹立(li)行(xing)業標(biao)桿、交流技術(shu)規范(fan)、推廣先(xian)進(jin)典型(xing)等(deng)方(fang)面的(de)作用(yong)。
