建筑勞務管(guan)理工作的指導(dao)意見

建市〔2014〕112號(hao)

各(ge)省、自(zi)治區住(zhu)房城鄉建(jian)設(she)廳,直轄市建(jian)委,新疆生(sheng)產建(jian)設(she)兵團建(jian)設(she)局:

   為貫(guan)徹落(luo)實《關于推進建(jian)(jian)筑(zhu)業(ye)(ye)發展和改革(ge)的若干(gan)意見》(建(jian)(jian)市〔2014〕92號)精神(shen),加強建(jian)(jian)筑(zhu)勞務(wu)用工管理,進一步落(luo)實建(jian)(jian)筑(zhu)施工企業(ye)(ye)在隊伍(wu)培育、權益(yi)保(bao)護、質(zhi)量安全(quan)等方面的責任,保(bao)障(zhang)勞務(wu)人(ren)員合法權益(yi),構建(jian)(jian)起(qi)有利于形成建(jian)(jian)筑(zhu)產業(ye)(ye)工人(ren)隊伍(wu)的長效機制,提高工程質(zhi)量水平,促進建(jian)(jian)筑(zhu)業(ye)(ye)健康(kang)發展,提出以下(xia)意見:

  一、倡導(dao)多元(yuan)化建筑(zhu)用工方式,推(tui)行實名制管理

  (一)施工(gong)總承(cheng)包(bao)、專業(ye)(ye)(ye)(ye)承(cheng)包(bao)企(qi)(qi)業(ye)(ye)(ye)(ye)可通過(guo)自(zi)有(you)(you)勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)員或(huo)(huo)勞(lao)(lao)(lao)務(wu)(wu)(wu)分(fen)包(bao)、勞(lao)(lao)(lao)務(wu)(wu)(wu)派遣等多(duo)種方(fang)式完成勞(lao)(lao)(lao)務(wu)(wu)(wu)作(zuo)業(ye)(ye)(ye)(ye)。施工(gong)總承(cheng)包(bao)、專業(ye)(ye)(ye)(ye)承(cheng)包(bao)企(qi)(qi)業(ye)(ye)(ye)(ye)應擁(yong)有(you)(you)一定數(shu)量的與其建立穩(wen)定勞(lao)(lao)(lao)動(dong)關(guan)系的骨干技(ji)術工(gong)人(ren),或(huo)(huo)擁(yong)有(you)(you)獨資或(huo)(huo)控(kong)股的施工(gong)勞(lao)(lao)(lao)務(wu)(wu)(wu)企(qi)(qi)業(ye)(ye)(ye)(ye),組織自(zi)有(you)(you)勞(lao)(lao)(lao)務(wu)(wu)(wu)人(ren)員完成勞(lao)(lao)(lao)務(wu)(wu)(wu)作(zuo)業(ye)(ye)(ye)(ye);也可以(yi)將(jiang)(jiang)勞(lao)(lao)(lao)務(wu)(wu)(wu)作(zuo)業(ye)(ye)(ye)(ye)分(fen)包(bao)給(gei)具有(you)(you)施工(gong)勞(lao)(lao)(lao)務(wu)(wu)(wu)資質的企(qi)(qi)業(ye)(ye)(ye)(ye);還(huan)可以(yi)將(jiang)(jiang)部分(fen)臨時性、捕助(zhu)性或(huo)(huo)者替代性的工(gong)作(zuo)使(shi)用勞(lao)(lao)(lao)務(wu)(wu)(wu)派遣人(ren)員完成作(zuo)業(ye)(ye)(ye)(ye)。

(二)施(shi)工(gong)勞(lao)(lao)務(wu)(wu)企(qi)業(ye)(ye)(ye)(ye)應組織自(zi)有勞(lao)(lao)務(wu)(wu)人員(yuan)完(wan)成勞(lao)(lao)務(wu)(wu)分包(bao)作(zuo)業(ye)(ye)(ye)(ye)。施(shi)工(gong)勞(lao)(lao)務(wu)(wu)企(qi)業(ye)(ye)(ye)(ye)應依法承(cheng)接(jie)施(shi)工(gong)總承(cheng)包(bao)、專業(ye)(ye)(ye)(ye)承(cheng)包(bao)企(qi)業(ye)(ye)(ye)(ye)發包(bao)的(de)勞(lao)(lao)務(wu)(wu)作(zuo)業(ye)(ye)(ye)(ye),并(bing)組織自(zi)有勞(lao)(lao)務(wu)(wu)人員(yuan)完(wan)成作(zuo)業(ye)(ye)(ye)(ye),不得(de)將(jiang)勞(lao)(lao)務(wu)(wu)作(zuo)業(ye)(ye)(ye)(ye)再次分包(bao)或轉包(bao)。  

(三)推行勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)實(shi)(shi)(shi)名(ming)制(zhi)管(guan)理(li)。施工(gong)總(zong)承包(bao)、專業承包(bao)和(he)施工(gong)勞(lao)(lao)務(wu)(wu)(wu)等(deng)建筑施工(gong)企業要嚴格(ge)落實(shi)(shi)(shi)勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)實(shi)(shi)(shi)名(ming)制(zhi),加強對(dui)自有(you)勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)的(de)(de)管(guan)理(li),在施工(gong)現場(chang)(chang)配備(bei)專職或兼職勞(lao)(lao)務(wu)(wu)(wu)用工(gong)管(guan)理(li)人員(yuan),負責(ze)登(deng)記勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)的(de)(de)基本身份信(xin)息、培(pei)訓和(he)技能狀況、從業經(jing)歷、考勤記錄(lu)、誠信(xin)信(xin)息、工(gong)資結(jie)算及支(zhi)付(fu)等(deng)情況,加強勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)動態監管(guan)和(he)勞(lao)(lao)務(wu)(wu)(wu)糾紛調(diao)處。實(shi)(shi)(shi)行勞(lao)(lao)務(wu)(wu)(wu)分包(bao)的(de)(de)工(gong)程(cheng)項目,施工(gong)勞(lao)(lao)務(wu)(wu)(wu)企業除嚴格(ge)落實(shi)(shi)(shi)實(shi)(shi)(shi)名(ming)制(zhi)管(guan)理(li)外,還(huan)應(ying)將現場(chang)(chang)勞(lao)(lao)務(wu)(wu)(wu)人員(yuan)的(de)(de)相關資料(liao)報(bao)施工(gong)總(zong)承包(bao)企業核實(shi)(shi)(shi)、備(bei)查;施工(gong)總(zong)承包(bao)企業也應(ying)配備(bei)現場(chang)(chang)專職勞(lao)(lao)務(wu)(wu)(wu)用工(gong)管(guan)理(li)人員(yuan)監督施工(gong)勞(lao)(lao)務(wu)(wu)(wu)企業落實(shi)(shi)(shi)實(shi)(shi)(shi)名(ming)制(zhi)管(guan)理(li),確保工(gong)資支(zhi)付(fu)到(dao)位,并留存相關資料(liao)。

   二、落(luo)實(shi)企業(ye)責任,保障勞務人員合法(fa)權益與工程質(zhi)量安全

   (四)建(jian)筑施(shi)工(gong)企業對自(zi)有勞(lao)務人(ren)(ren)員(yuan)承擔用(yong)(yong)工(gong)主(zhu)體(ti)責任。建(jian)筑施(shi)工(gong)企業應對自(zi)有勞(lao)務人(ren)(ren)員(yuan)的施(shi)工(gong)現(xian)場用(yong)(yong)工(gong)管理、持(chi)證(zheng)上(shang)崗作業和(he)工(gong)資發放承擔直接責任。建(jian)筑施(shi)工(gong)企業應與自(zi)有勞(lao)務人(ren)(ren)員(yuan)依法簽訂書面(mian)勞(lao)動合同,辦理工(gong)傷、醫療或(huo)綜合保(bao)險等社會保(bao)險,并(bing)按勞(lao)動合同約定及時將工(gong)資直接發放給勞(lao)務人(ren)(ren)員(yuan)本人(ren)(ren);應不斷提高和(he)改善勞(lao)務人(ren)(ren)員(yuan)的工(gong)作條件和(he)生活環境,保(bao)障其合法權益(yi)。

(五)施(shi)工總承(cheng)(cheng)(cheng)(cheng)包(bao)、專業(ye)(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)承(cheng)(cheng)(cheng)(cheng)擔相應(ying)的(de)(de)(de)勞(lao)(lao)務(wu)(wu)(wu)(wu)用工管(guan)(guan)理(li)責(ze)(ze)任(ren)。按照(zhao)“誰(shui)承(cheng)(cheng)(cheng)(cheng)包(bao)、誰(shui)負(fu)(fu)責(ze)(ze)”的(de)(de)(de)原則,施(shi)工總承(cheng)(cheng)(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)應(ying)對(dui)(dui)所承(cheng)(cheng)(cheng)(cheng)包(bao)工程(cheng)的(de)(de)(de)勞(lao)(lao)務(wu)(wu)(wu)(wu)管(guan)(guan)理(li)全面負(fu)(fu)責(ze)(ze)。施(shi)工總承(cheng)(cheng)(cheng)(cheng)包(bao)、專業(ye)(ye)承(cheng)(cheng)(cheng)(cheng)包(bao)企(qi)(qi)業(ye)(ye)將勞(lao)(lao)務(wu)(wu)(wu)(wu)作業(ye)(ye)分包(bao)時,應(ying)對(dui)(dui)勞(lao)(lao)務(wu)(wu)(wu)(wu)費結(jie)算支(zhi)付(fu)負(fu)(fu)責(ze)(ze),對(dui)(dui)勞(lao)(lao)務(wu)(wu)(wu)(wu)分包(bao)企(qi)(qi)業(ye)(ye)的(de)(de)(de)日(ri)常(chang)管(guan)(guan)理(li)、勞(lao)(lao)務(wu)(wu)(wu)(wu)作業(ye)(ye)和(he)用工情(qing)況、工資支(zhi)付(fu)負(fu)(fu)監督管(guan)(guan)理(li)責(ze)(ze)任(ren);對(dui)(dui)因轉包(bao)、違法分包(bao)、拖久工程(cheng)款等行(xing)為(wei)導致拖欠勞(lao)(lao)務(wu)(wu)(wu)(wu)人員工資的(de)(de)(de),負(fu)(fu)相應(ying)責(ze)(ze)任(ren)。      

(六(liu))建(jian)(jian)(jian)筑施(shi)工(gong)(gong)(gong)企業承擔勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)的(de)教育培(pei)(pei)(pei)(pei)訓責(ze)任(ren)。建(jian)(jian)(jian)筑施(shi)工(gong)(gong)(gong)企業應(ying)通(tong)過積極創建(jian)(jian)(jian)農民(min)工(gong)(gong)(gong)業余學校、建(jian)(jian)(jian)立(li)培(pei)(pei)(pei)(pei)訓基地、師(shi)傅(fu)帶徒弟、現(xian)場培(pei)(pei)(pei)(pei)訓等多種方(fang)(fang)(fang)式,提(ti)高勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)職業素質和(he)技能水平,使其滿(man)足工(gong)(gong)(gong)作崗(gang)(gang)位(wei)需(xu)求。建(jian)(jian)(jian)筑施(shi)工(gong)(gong)(gong)企業應(ying)對(dui)自有勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)的(de)技能和(he)崗(gang)(gang)位(wei)培(pei)(pei)(pei)(pei)訓負責(ze),建(jian)(jian)(jian)立(li)勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)分類培(pei)(pei)(pei)(pei)訓制度(du),實施(shi)全(quan)員(yuan)(yuan)培(pei)(pei)(pei)(pei)訓、持證(zheng)上(shang)崗(gang)(gang)。對(dui)新進(jin)入(ru)建(jian)(jian)(jian)筑市(shi)場的(de)勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan),應(ying)組織(zhi)相應(ying)的(de)上(shang)崗(gang)(gang)培(pei)(pei)(pei)(pei)訓,考核(he)(he)合(he)格(ge)后方(fang)(fang)(fang)可(ke)上(shang)崗(gang)(gang);對(dui)因崗(gang)(gang)位(wei)調整或需(xu)要(yao)轉崗(gang)(gang)的(de)勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan),應(ying)重(zhong)新組織(zhi)培(pei)(pei)(pei)(pei)訓,考核(he)(he)合(he)格(ge)后方(fang)(fang)(fang)可(ke)上(shang)崗(gang)(gang);對(dui)從事建(jian)(jian)(jian)筑電工(gong)(gong)(gong)、建(jian)(jian)(jian)筑架子工(gong)(gong)(gong)、建(jian)(jian)(jian)筑起(qi)重(zhong)信號司索工(gong)(gong)(gong)等崗(gang)(gang)位(wei)的(de)勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan),應(ying)組織(zhi)培(pei)(pei)(pei)(pei)訓并(bing)取得住房城鄉建(jian)(jian)(jian)設主管部(bu)門頒發的(de)證(zheng)書后方(fang)(fang)(fang)可(ke)上(shang)崗(gang)(gang)。施(shi)工(gong)(gong)(gong)總承包、專業承包企業應(ying)對(dui)所承包工(gong)(gong)(gong)程(cheng)項目(mu)施(shi)工(gong)(gong)(gong)現(xian)場勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)的(de)崗(gang)(gang)前培(pei)(pei)(pei)(pei)訓負責(ze),對(dui)施(shi)工(gong)(gong)(gong)現(xian)場勞(lao)務(wu)(wu)人(ren)員(yuan)(yuan)持證(zheng)上(shang)崗(gang)(gang)作業負監(jian)督管理(li)責(ze)任(ren)。

(七(qi))建筑施(shi)(shi)工(gong)(gong)企(qi)(qi)業(ye)(ye)承(cheng)擔相應的(de)質量安(an)(an)(an)全(quan)(quan)責(ze)任。施(shi)(shi)工(gong)(gong)總承(cheng)包(bao)企(qi)(qi)業(ye)(ye)對所承(cheng)包(bao)工(gong)(gong)程項(xiang)目的(de)施(shi)(shi)工(gong)(gong)現場質量安(an)(an)(an)全(quan)(quan)負總責(ze),專(zhuan)業(ye)(ye)承(cheng)包(bao)企(qi)(qi)業(ye)(ye)對承(cheng)包(bao)的(de)專(zhuan)業(ye)(ye)工(gong)(gong)程質量安(an)(an)(an)全(quan)(quan)負責(ze),施(shi)(shi)工(gong)(gong)總承(cheng)包(bao)企(qi)(qi)業(ye)(ye)對分包(bao)工(gong)(gong)程的(de)質量安(an)(an)(an)全(quan)(quan)承(cheng)擔連帶責(ze)任。施(shi)(shi)工(gong)(gong)勞務企(qi)(qi)業(ye)(ye)應服從施(shi)(shi)工(gong)(gong)總承(cheng)包(bao)或專(zhuan)業(ye)(ye)承(cheng)包(bao)企(qi)(qi)業(ye)(ye)的(de)質量安(an)(an)(an)全(quan)(quan)管理,組織合格的(de)勞務人員完成施(shi)(shi)工(gong)(gong)作(zuo)業(ye)(ye)。

三、加大監管力度,規范勞務(wu)用(yong)工管理

(八)落實(shi)(shi)勞(lao)務(wu)(wu)人員實(shi)(shi)名(ming)制管理(li)(li)(li)各項(xiang)要(yao)求。各地住房(fang)城鄉建(jian)設(she)主管部門應根據本(ben)地區的(de)(de)(de)(de)實(shi)(shi)際情況,做好實(shi)(shi)名(ming)制管理(li)(li)(li)的(de)(de)(de)(de)宣貫、推廣及施工現(xian)場的(de)(de)(de)(de)檢查、督導工作。積(ji)極推行信(xin)息(xi)(xi)(xi)化管理(li)(li)(li)方式,將勞(lao)務(wu)(wu)人員的(de)(de)(de)(de)基本(ben)身份(fen)信(xin)息(xi)(xi)(xi)、培訓和技能(neng)狀況、從業(ye)經歷和誠(cheng)(cheng)信(xin)信(xin)息(xi)(xi)(xi)等內容(rong)納入信(xin)息(xi)(xi)(xi)化管理(li)(li)(li)范疇,逐步(bu)實(shi)(shi)現(xian)不同項(xiang)目、企業(ye)、地域勞(lao)務(wu)(wu)人員信(xin)息(xi)(xi)(xi)的(de)(de)(de)(de)共享和互通(tong)。有條件(jian)的(de)(de)(de)(de)地區,可(ke)探索推進勞(lao)務(wu)(wu)人員的(de)(de)(de)(de)誠(cheng)(cheng)信(xin)信(xin)息(xi)(xi)(xi)管理(li)(li)(li),對發(fa)生(sheng)違(wei)法違(wei)規行為以及引(yin)發(fa)群(qun)體性(xing)事件(jian)的(de)(de)(de)(de)責任人,記錄其(qi)不良行為并予以通(tong)報。

(九)加大(da)企(qi)(qi)業違(wei)法違(wei)規行(xing)(xing)為的查(cha)處(chu)力(li)度(du)(du)(du)。各地(di)住房城鄉建(jian)設(she)主(zhu)管部門應加大(da)對轉(zhuan)包、違(wei)法分包等違(wei)法違(wei)規行(xing)(xing)為以及不執行(xing)(xing)實名制管理和(he)持證(zheng)上崗制度(du)(du)(du)、拖欠(qian)勞(lao)(lao)務費(fei)或勞(lao)(lao)務人員(yuan)工(gong)資(zi)、引發(fa)群體性討薪事件等不良行(xing)(xing)為的查(cha)處(chu)力(li)度(du)(du)(du),并將查(cha)處(chu)結果予以通報,記(ji)入(ru)企(qi)(qi)業信用檔案。有條件的地(di)區可加快施(shi)工(gong)勞(lao)(lao)務企(qi)(qi)業信用體系(xi)建(jian)設(she),將其不良行(xing)(xing)為統一(yi)納入(ru)全國(guo)建(jian)筑市場監(jian)管與(yu)誠信信息發(fa)布(bu)平(ping)臺,向社會公布(bu)。

 四、加強政策引導與扶持,夯(hang)實(shi)行業(ye)發展基礎

(十)加強勞務分包計(ji)價管理(li)。各地工(gong)(gong)程造價管理(li)機構應根據(ju)本地市場實際情況,動態發(fa)布(bu)定額(e)人工(gong)(gong)單價調整信(xin)(xin)息,使人工(gong)(gong)費用的變化在工(gong)(gong)程造價中得到及時(shi)(shi)反映;實時(shi)(shi)跟蹤(zong)勞務市場價格(ge)信(xin)(xin)息,做(zuo)好(hao)建筑工(gong)(gong)種和(he)實物工(gong)(gong)程量人工(gong)(gong)成(cheng)本信(xin)(xin)息的測算發(fa)布(bu)工(gong)(gong)作,引導建筑施工(gong)(gong)企業合理(li)確定勞務分包費用,避免因盲目低價黨爭和(he)計(ji)費方式不合理(li)引發(fa)合同糾紛(fen)。

(十一)推進建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)基地(di)(di)(di)(di)(di)(di)化(hua)建(jian)(jian)(jian)(jian)設。各地(di)(di)(di)(di)(di)(di)住房城(cheng)(cheng)鄉建(jian)(jian)(jian)(jian)設主管(guan)(guan)部門(men)應(ying)結合本(ben)(ben)地(di)(di)(di)(di)(di)(di)實(shi)際(ji),完善管(guan)(guan)理機(ji)制、明確(que)管(guan)(guan)理機(ji)構、健全工(gong)作(zuo)(zuo)網(wang)絡,推進建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)基地(di)(di)(di)(di)(di)(di)化(hua)管(guan)(guan)理工(gong)作(zuo)(zuo)開展。以勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)為(wei)主地(di)(di)(di)(di)(di)(di)區的住房城(cheng)(cheng)鄉建(jian)(jian)(jian)(jian)設主管(guan)(guan)部門(men)應(ying)積極(ji)與本(ben)(ben)地(di)(di)(di)(di)(di)(di)相關部門(men)溝通(tong)協(xie)調(diao)(diao),制定扶持(chi)優(you)惠政策,爭取財政資(zi)金(jin)和各類(lei)培(pei)訓(xun)(xun)經(jing)費,加大(da)建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)人(ren)員職業(ye)(ye)(ye)技能(neng)培(pei)訓(xun)(xun)和鑒定力(li)度,堅(jian)持(chi)先培(pei)訓(xun)(xun)后輸(shu)出(chu)(chu)、先持(chi)證(zheng)后上崗(gang),多渠道宣傳推介本(ben)(ben)地(di)(di)(di)(di)(di)(di)建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)優(you)勢(shi),完善建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)人(ren)員的跟蹤服務(wu),推進建(jian)(jian)(jian)(jian)筑勞(lao)(lao)務(wu)人(ren)員組織化(hua)輸(shu)出(chu)(chu)。勞(lao)(lao)務(wu)輸(shu)入地(di)(di)(di)(di)(di)(di)住房城(cheng)(cheng)鄉建(jian)(jian)(jian)(jian)設主管(guan)(guan)部門(men)應(ying)積極(ji)協(xie)調(diao)(diao)本(ben)(ben)地(di)(di)(di)(di)(di)(di)企業(ye)(ye)(ye)與勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)地(di)(di)(di)(di)(di)(di)建(jian)(jian)(jian)(jian)立溝通(tong)、交流渠道,鼓勵(li)大(da)型建(jian)(jian)(jian)(jian)筑施(shi)工(gong)企業(ye)(ye)(ye)在勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)地(di)(di)(di)(di)(di)(di)建(jian)(jian)(jian)(jian)立獨資(zi)或控股的施(shi)工(gong)勞(lao)(lao)務(wu)企業(ye)(ye)(ye),或與勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)地(di)(di)(di)(di)(di)(di)有關單位建(jian)(jian)(jian)(jian)立長期穩定的合作(zuo)(zuo)關系,支持(chi)企業(ye)(ye)(ye)參與勞(lao)(lao)務(wu)輸(shu)出(chu)(chu)地(di)(di)(di)(di)(di)(di)勞(lao)(lao)務(wu)人(ren)員的技能(neng)培(pei)訓(xun)(xun),建(jian)(jian)(jian)(jian)立雙(shuang)方定向培(pei)訓(xun)(xun)機(ji)制。

(十二)做好引導和服務工作。各(ge)地住房城鄉建設主管部門

和(he)(he)行業協(xie)會應根據本地(di)和(he)(he)行業實(shi)際情況,搭建(jian)建(jian)筑(zhu)(zhu)勞(lao)務供(gong)需平臺,提供(gong)建(jian)筑(zhu)(zhu)勞(lao)務供(gong)求信息(xi),鼓勵施(shi)工(gong)(gong)總承(cheng)包(bao)(bao)企(qi)業與長期合(he)作(zuo)、市場信譽好的施(shi)工(gong)(gong)勞(lao)務企(qi)業建(jian)立穩定(ding)(ding)的合(he)作(zuo)關系(xi),鼓勵和(he)(he)扶持實(shi)力(li)較強(qiang)的施(shi)工(gong)(gong)勞(lao)務企(qi)業向施(shi)工(gong)(gong)總承(cheng)包(bao)(bao)或專業承(cheng)包(bao)(bao)企(qi)業發展;加(jia)強(qiang)培(pei)(pei)訓(xun)工(gong)(gong)作(zuo)指導,整合(he)培(pei)(pei)訓(xun)資源(yuan),推動各(ge)類(lei)培(pei)(pei)訓(xun)機構建(jian)設(she),引(yin)導有實(shi)力(li)的建(jian)筑(zhu)(zhu)施(shi)工(gong)(gong)企(qi)業按相關規定(ding)(ding)開(kai)辦技(ji)工(gong)(gong)職業學校,培(pei)(pei)養技(ji)能人才,鼓勵建(jian)筑(zhu)(zhu)施(shi)工(gong)(gong)企(qi)業加(jia)強(qiang)校企(qi)合(he)作(zuo),對(dui)自有勞(lao)務人員開(kai)展定(ding)(ding)向

教育(yu),加大高技能(neng)人(ren)(ren)才的培養力度。各地住房城(cheng)鄉建(jian)設主(zhu)管部門應會同有關部門積(ji)極探索(suo)適合建(jian)筑行(xing)業特點的勞務人(ren)(ren)員(yuan)參加社會保險(xian)的方式方法,允許(xu)勞務人(ren)(ren)員(yuan)在就業地辦(ban)理(li)工傷、醫療及(ji)養老(lao)保險(xian),研究做好勞務人(ren)(ren)員(yuan)社會保障與新農合的合并統一及(ji)異地轉移接續,夯實勞務人(ren)(ren)員(yuan)向(xiang)產業工人(ren)(ren)轉型的基礎建(jian)設工作。
