19部委發布重點任務分(fen)工方案

為貫徹落(luo)(luo)實(shi)《國(guo)務(wu)(wu)院辦(ban)公廳關(guan)于促(cu)進建(jian)筑(zhu)業持(chi)續健康發展的意見》要求,日(ri)前,住(zhu)(zhu)房(fang)城鄉建(jian)設部(bu)會同18個部(bu)委制訂了(le)《貫徹落(luo)(luo)實(shi)<國(guo)務(wu)(wu)院辦(ban)公廳關(guan)于促(cu)進建(jian)筑(zhu)業持(chi)續健康發展的意見>重(zhong)點(dian)任務(wu)(wu)分(fen)工(gong)方案》。方案共分(fen)為七大(da)部(bu)分(fen)、20項內容。住(zhu)(zhu)房(fang)城鄉建(jian)設部(bu)將會同有關(guan)部(bu)門對工(gong)作落(luo)(luo)實(shi)情(qing)況(kuang)進行跟蹤和監督(du)指導,重(zhong)大(da)問題及時(shi)向國(guo)務(wu)(wu)院報(bao)告。
深化建筑業簡政放權改革
在(zai)深化(hua)建(jian)筑業(ye)(ye)簡(jian)政放(fang)權改革兩項內容(rong)中(zhong),住房城鄉建(jian)設(she)部牽(qian)頭(tou)負(fu)責“優(you)化(hua)資(zi)(zi)(zi)質(zhi)資(zi)(zi)(zi)格(ge)管理”內容(rong)。進一(yi)步(bu)簡(jian)化(hua)工(gong)程建(jian)設(she)企(qi)業(ye)(ye)資(zi)(zi)(zi)質(zhi)類別和(he)等級(ji)設(she)置(zhi),減少不必要的(de)(de)資(zi)(zi)(zi)質(zhi)認定。選擇(ze)部分(fen)地區開展試點,對信(xin)用良好、具有相關專業(ye)(ye)技術能(neng)力(li)、能(neng)夠提供足額擔(dan)保(bao)的(de)(de)企(qi)業(ye)(ye),在(zai)其資(zi)(zi)(zi)質(zhi)類別內放(fang)寬承攬(lan)業(ye)(ye)務(wu)范圍限制,同時加(jia)快完善(shan)信(xin)用體系(xi)、工(gong)程擔(dan)保(bao)及個人(ren)執(zhi)業(ye)(ye)資(zi)(zi)(zi)格(ge)等相關配套制度,加(jia)強事(shi)(shi)中(zhong)事(shi)(shi)后監管。強化(hua)個人(ren)執(zhi)業(ye)(ye)資(zi)(zi)(zi)格(ge)管理,明晰(xi)注冊執(zhi)業(ye)(ye)人(ren)員的(de)(de)權利、義務(wu)和(he)責任,加(jia)大執(zhi)業(ye)(ye)責任追究力(li)度。有序(xu)發(fa)展個人(ren)執(zhi)業(ye)(ye)事(shi)(shi)務(wu)所,推動建(jian)立個人(ren)執(zhi)業(ye)(ye)保(bao)險制度。大力(li)推行“互聯(lian)網(wang)+”政務(wu)服(fu)務(wu),實(shi)行“一(yi)站式”網(wang)上審(shen)批(pi),進一(yi)步(bu)提高建(jian)筑領域行政審(shen)批(pi)效(xiao)率。
完善工程建設組織模式
在完(wan)善工程(cheng)建設組織模式兩項內容中(zhong),“加快推行工程(cheng)總(zong)承包”由(you)住房城(cheng)鄉(xiang)建設部牽頭負(fu)責,“培(pei)育全過程(cheng)工程(cheng)咨詢(xun)”由(you)住房城(cheng)鄉(xiang)建設部與發展改革委共(gong)同牽頭負(fu)責。
加快(kuai)(kuai)推行工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)。裝配(pei)式建(jian)筑原則上應(ying)采用工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)模(mo)式。政府(fu)投資(zi)工(gong)程(cheng)(cheng)應(ying)完善建(jian)設管(guan)理模(mo)式,帶頭(tou)推行工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)。加快(kuai)(kuai)完善工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)相(xiang)關的(de)招標投標、施工(gong)許可(ke)、竣工(gong)驗收等(deng)制(zhi)度規(gui)定。按照(zhao)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)負總(zong)(zong)責(ze)(ze)的(de)原則,落(luo)實工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)單位在(zai)工(gong)程(cheng)(cheng)質量安全、進度控(kong)制(zhi)、成(cheng)本管(guan)理等(deng)方面的(de)責(ze)(ze)任。除以暫估價形式包(bao)(bao)(bao)含在(zai)工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)范圍內(nei)且(qie)依法必須進行招標的(de)項目(mu)外,工(gong)程(cheng)(cheng)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)單位可(ke)以直接發包(bao)(bao)(bao)總(zong)(zong)承(cheng)(cheng)包(bao)(bao)(bao)合同中涵蓋的(de)其他(ta)專(zhuan)業(ye)業(ye)務。
培育全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun)。鼓(gu)勵投(tou)(tou)資(zi)(zi)咨(zi)(zi)(zi)詢(xun)(xun)、勘(kan)察、設計、監理、招標代理、造價等企業采取聯合經營、并購(gou)重組等方式發展全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun),培育一批具(ju)有(you)國際水平的(de)(de)全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun)企業。制(zhi)定(ding)全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun)服務技術(shu)標準和(he)合同范本(ben)。政府(fu)投(tou)(tou)資(zi)(zi)工(gong)程應帶(dai)頭(tou)推行(xing)全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun),鼓(gu)勵非政府(fu)投(tou)(tou)資(zi)(zi)工(gong)程委托(tuo)全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun)服務。在民用建(jian)筑(zhu)項目中,充(chong)分(fen)發揮建(jian)筑(zhu)師的(de)(de)主導作(zuo)用,鼓(gu)勵提供全(quan)過程工(gong)程咨(zi)(zi)(zi)詢(xun)(xun)服務。
加強工程質量安全管理
加強工程質量安全管理的三項內容(rong),均由住(zhu)房城鄉建(jian)設部牽(qian)頭負責。
嚴(yan)格落(luo)(luo)實(shi)工(gong)程(cheng)(cheng)質量(liang)(liang)(liang)責(ze)(ze)任(ren)。全面落(luo)(luo)實(shi)各方主(zhu)(zhu)體工(gong)程(cheng)(cheng)質量(liang)(liang)(liang)責(ze)(ze)任(ren),特(te)別要強化建設(she)(she)單(dan)(dan)位的(de)(de)(de)(de)首要責(ze)(ze)任(ren)和勘察、設(she)(she)計、施工(gong)單(dan)(dan)位的(de)(de)(de)(de)主(zhu)(zhu)體責(ze)(ze)任(ren)。嚴(yan)格執行(xing)工(gong)程(cheng)(cheng)質量(liang)(liang)(liang)終身責(ze)(ze)任(ren)制,在建筑(zhu)物明(ming)顯(xian)部位設(she)(she)置永久性標牌,公示質量(liang)(liang)(liang)責(ze)(ze)任(ren)主(zhu)(zhu)體和主(zhu)(zhu)要責(ze)(ze)任(ren)人。對違反有關(guan)(guan)規(gui)定(ding)、造(zao)成工(gong)程(cheng)(cheng)質量(liang)(liang)(liang)事(shi)故(gu)的(de)(de)(de)(de),依法給予責(ze)(ze)任(ren)單(dan)(dan)位停業(ye)整頓、降低(di)資(zi)質等(deng)(deng)級(ji)、吊銷資(zi)質證書等(deng)(deng)行(xing)政處罰并通(tong)過國家企(qi)業(ye)信用信息(xi)公示系統予以公示,給予注冊執業(ye)人員暫(zan)停執業(ye)、吊銷資(zi)格證書、一定(ding)時間直(zhi)至終身不(bu)得進入(ru)行(xing)業(ye)等(deng)(deng)處罰。對發(fa)生工(gong)程(cheng)(cheng)質量(liang)(liang)(liang)事(shi)故(gu)造(zao)成損失的(de)(de)(de)(de),要依法追(zhui)究經(jing)濟賠償責(ze)(ze)任(ren),情(qing)節嚴(yan)重的(de)(de)(de)(de)要追(zhui)究有關(guan)(guan)單(dan)(dan)位和人員的(de)(de)(de)(de)法律責(ze)(ze)任(ren)。參與房地(di)產開發(fa)的(de)(de)(de)(de)建筑(zhu)業(ye)企(qi)業(ye)應依法合規(gui)經(jing)營,提高(gao)住宅品質。
加強安(an)(an)全(quan)(quan)生產管(guan)理。全(quan)(quan)面落實(shi)安(an)(an)全(quan)(quan)生產責(ze)任(ren),加強施(shi)工(gong)現場安(an)(an)全(quan)(quan)防(fang)護(hu),特別要強化對深基坑、高(gao)支(zhi)模、起(qi)重機械等(deng)危險性較大(da)的(de)分部分項工(gong)程(cheng)管(guan)理,以及不良(liang)地質(zhi)地區重大(da)工(gong)程(cheng)項目的(de)風險評估或論證。推進信(xin)息(xi)技(ji)術(shu)與安(an)(an)全(quan)(quan)生產的(de)深度(du)融(rong)合,加快建設建筑施(shi)工(gong)安(an)(an)全(quan)(quan)監管(guan)信(xin)息(xi)系統(tong),通過信(xin)息(xi)化手段加強安(an)(an)全(quan)(quan)生產管(guan)理。建立健全(quan)(quan)全(quan)(quan)覆蓋、多層次、經(jing)常性的(de)安(an)(an)全(quan)(quan)生產培訓制度(du),提升從業人員(yuan)安(an)(an)全(quan)(quan)素(su)質(zhi)以及各方主(zhu)體的(de)本質(zhi)安(an)(an)全(quan)(quan)水平。
全(quan)(quan)(quan)面提高監(jian)(jian)管(guan)水平。完善工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)安全(quan)(quan)(quan)法律(lv)法規和管(guan)理(li)制度(du),健(jian)全(quan)(quan)(quan)企業(ye)負責、政(zheng)府(fu)監(jian)(jian)管(guan)、社(she)會(hui)監(jian)(jian)督的(de)質(zhi)量(liang)(liang)安全(quan)(quan)(quan)保障體(ti)系。強(qiang)化政(zheng)府(fu)對(dui)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)的(de)監(jian)(jian)管(guan),明確監(jian)(jian)管(guan)范圍,落實監(jian)(jian)管(guan)責任,加大(da)抽(chou)查抽(chou)測力度(du),重點加強(qiang)對(dui)涉及公(gong)共安全(quan)(quan)(quan)的(de)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)地(di)基(ji)基(ji)礎、主體(ti)結構等(deng)部位和竣工(gong)(gong)(gong)(gong)驗收等(deng)環節的(de)監(jian)(jian)督檢查。加強(qiang)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)監(jian)(jian)督隊伍建設,監(jian)(jian)督機構履行(xing)職能所需經(jing)費由同級財(cai)政(zheng)預算全(quan)(quan)(quan)額保障。政(zheng)府(fu)可采取購買(mai)服務的(de)方式,委托(tuo)具備條(tiao)件的(de)社(she)會(hui)力量(liang)(liang)進(jin)行(xing)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)監(jian)(jian)督檢查。推(tui)進(jin)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)安全(quan)(quan)(quan)標(biao)準化管(guan)理(li),督促(cu)各方主體(ti)健(jian)全(quan)(quan)(quan)質(zhi)量(liang)(liang)安全(quan)(quan)(quan)管(guan)控機制。強(qiang)化對(dui)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)監(jian)(jian)理(li)的(de)監(jian)(jian)管(guan),選(xuan)擇(ze)部分地(di)區開展(zhan)監(jian)(jian)理(li)單位向政(zheng)府(fu)報告質(zhi)量(liang)(liang)監(jian)(jian)理(li)情況的(de)試點。加強(qiang)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)檢測機構管(guan)理(li),嚴厲(li)打(da)擊出具虛(xu)假報告等(deng)行(xing)為(wei)。推(tui)動發展(zhan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)(cheng)質(zhi)量(liang)(liang)保險(xian)。
優化建筑市場環境
優化建筑(zhu)市(shi)場環(huan)境的三項內容,全部(bu)由(you)住房城鄉建設部(bu)牽頭(tou)負責。
建立(li)統一開放(fang)市(shi)(shi)場。打(da)破(po)區(qu)域(yu)市(shi)(shi)場準(zhun)入壁壘,取(qu)消各地區(qu)、各行(xing)業(ye)在法(fa)律(lv)、行(xing)政(zheng)法(fa)規或國務院規定(ding)外對建筑(zhu)業(ye)企業(ye)設置(zhi)的不合理準(zhun)入條(tiao)件;嚴禁擅自設立(li)或變相設立(li)審批、備(bei)案事項,為(wei)建筑(zhu)業(ye)企業(ye)提供公(gong)平(ping)市(shi)(shi)場環境。完善全(quan)國建筑(zhu)市(shi)(shi)場監管(guan)公(gong)共(gong)(gong)服務平(ping)臺,加快實現與全(quan)國信(xin)用(yong)信(xin)息共(gong)(gong)享平(ping)臺和(he)國家企業(ye)信(xin)用(yong)信(xin)息公(gong)示系統的數據共(gong)(gong)享交換。建立(li)建筑(zhu)市(shi)(shi)場主(zhu)體黑名單(dan)制度,依法(fa)依規全(quan)面公(gong)開企業(ye)和(he)個(ge)人優良信(xin)用(yong)記錄和(he)不良信(xin)用(yong)記錄,接受社會監督。
加強承(cheng)包履(lv)約管理。引導承(cheng)包企(qi)業以銀行(xing)保函或擔(dan)保公司(si)保函的形式(shi),向建(jian)設單位提(ti)供履(lv)約擔(dan)保。對采(cai)用(yong)常規通(tong)用(yong)技術標準的政府(fu)投(tou)資工(gong)(gong)程,在(zai)原則實(shi)行(xing)最低(di)價(jia)(jia)中(zhong)(zhong)標的同(tong)時,有效發揮履(lv)約擔(dan)保的作用(yong),防止惡意低(di)價(jia)(jia)中(zhong)(zhong)標,確保工(gong)(gong)程投(tou)資不超(chao)預算。嚴(yan)厲(li)查處轉包和(he)(he)(he)違(wei)法分包等行(xing)為。完善工(gong)(gong)程量清單計價(jia)(jia)體(ti)系和(he)(he)(he)工(gong)(gong)程造價(jia)(jia)信(xin)息發布機制,形成統(tong)一的工(gong)(gong)程造價(jia)(jia)計價(jia)(jia)規則,合理確定(ding)和(he)(he)(he)有效控制工(gong)(gong)程造價(jia)(jia)。
規范工(gong)(gong)程價(jia)款(kuan)(kuan)(kuan)結算(suan)。審(shen)(shen)計機關(guan)應依法加強對以政府投資為主的公共工(gong)(gong)程建(jian)設(she)項目(mu)的審(shen)(shen)計監督,建(jian)設(she)單位不得(de)將未完(wan)成審(shen)(shen)計作為延(yan)期(qi)(qi)工(gong)(gong)程結算(suan)、拖欠工(gong)(gong)程款(kuan)(kuan)(kuan)的理(li)由。未完(wan)成竣(jun)工(gong)(gong)結算(suan)的項目(mu),有關(guan)部門不予辦理(li)產權登記(ji)。對長期(qi)(qi)拖欠工(gong)(gong)程款(kuan)(kuan)(kuan)單位不得(de)批準新(xin)項目(mu)開(kai)工(gong)(gong)。嚴格執(zhi)行(xing)工(gong)(gong)程預(yu)付款(kuan)(kuan)(kuan)制度(du),及時按約定足額(e)向承包單位支付預(yu)付款(kuan)(kuan)(kuan)。通(tong)過工(gong)(gong)程款(kuan)(kuan)(kuan)支付擔保等(deng)經濟、法律等(deng)手段約束建(jian)設(she)單位履約行(xing)為,預(yu)防拖欠工(gong)(gong)程款(kuan)(kuan)(kuan)。
提高從業人員素質
在提高從業(ye)人(ren)員素質(zhi)的三項(xiang)(xiang)內(nei)(nei)容(rong)中(zhong),住房(fang)城鄉建(jian)設部牽(qian)頭負責“加快培(pei)養(yang)建(jian)筑人(ren)才”和(he)“改革(ge)建(jian)筑用工制度”兩項(xiang)(xiang)內(nei)(nei)容(rong)。
加(jia)(jia)快培養建(jian)(jian)筑(zhu)人(ren)(ren)才(cai)(cai)。積極培育(yu)既有國際視野又有民族自信(xin)的建(jian)(jian)筑(zhu)師(shi)隊伍。加(jia)(jia)快培養熟(shu)悉國際規(gui)則的建(jian)(jian)筑(zhu)業高級管理(li)人(ren)(ren)才(cai)(cai)。大力推(tui)進校企合作,培養建(jian)(jian)筑(zhu)業專(zhuan)業人(ren)(ren)才(cai)(cai)。加(jia)(jia)強工程現場管理(li)人(ren)(ren)員和建(jian)(jian)筑(zhu)工人(ren)(ren)的教育(yu)培訓。
改(gai)革建(jian)(jian)(jian)(jian)(jian)筑(zhu)用工(gong)(gong)制(zhi)(zhi)度。推動建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)勞務(wu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)轉(zhuan)型,大(da)(da)力(li)發展木工(gong)(gong)、電(dian)工(gong)(gong)、砌(qi)筑(zhu)等以(yi)作業(ye)(ye)(ye)(ye)(ye)(ye)為主(zhu)的專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)。以(yi)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)為建(jian)(jian)(jian)(jian)(jian)筑(zhu)工(gong)(gong)人(ren)的主(zhu)要載體(ti),逐步(bu)(bu)實(shi)現建(jian)(jian)(jian)(jian)(jian)筑(zhu)工(gong)(gong)人(ren)公(gong)司化、專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)化管(guan)理(li)。鼓勵現有專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)進一步(bu)(bu)做專(zhuan)做精,增(zeng)強競爭力(li),推動形成一批以(yi)作業(ye)(ye)(ye)(ye)(ye)(ye)為主(zhu)的建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)專(zhuan)業(ye)(ye)(ye)(ye)(ye)(ye)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)。促(cu)進建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)農(nong)民工(gong)(gong)向技術工(gong)(gong)人(ren)轉(zhuan)型,著力(li)穩定(ding)和擴大(da)(da)建(jian)(jian)(jian)(jian)(jian)筑(zhu)業(ye)(ye)(ye)(ye)(ye)(ye)農(nong)民工(gong)(gong)就業(ye)(ye)(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)(ye)(ye)。建(jian)(jian)(jian)(jian)(jian)立全國建(jian)(jian)(jian)(jian)(jian)筑(zhu)工(gong)(gong)人(ren)管(guan)理(li)服務(wu)信(xin)(xin)息(xi)平臺,開展建(jian)(jian)(jian)(jian)(jian)筑(zhu)工(gong)(gong)人(ren)實(shi)名制(zhi)(zhi)管(guan)理(li),記錄建(jian)(jian)(jian)(jian)(jian)筑(zhu)工(gong)(gong)人(ren)的身份(fen)信(xin)(xin)息(xi)、培訓(xun)情(qing)況、職業(ye)(ye)(ye)(ye)(ye)(ye)技能、從業(ye)(ye)(ye)(ye)(ye)(ye)記錄等信(xin)(xin)息(xi),逐步(bu)(bu)實(shi)現全覆(fu)蓋(gai)。

在(zai)加(jia)(jia)快建(jian)筑(zhu)業企(qi)業“走出(chu)去”三項內(nei)(nei)容中,住房(fang)城鄉建(jian)設部(bu)牽頭(tou)負責其中的一(yi)項內(nei)(nei)容——加(jia)(jia)強中外(wai)標(biao)準(zhun)(zhun)(zhun)(zhun)銜接。積(ji)極開展(zhan)中外(wai)標(biao)準(zhun)(zhun)(zhun)(zhun)對(dui)(dui)比研究(jiu),適應(ying)(ying)國際通行的標(biao)準(zhun)(zhun)(zhun)(zhun)內(nei)(nei)容結構、要素(su)指標(biao)和相關術(shu)(shu)語,縮小中國標(biao)準(zhun)(zhun)(zhun)(zhun)與國外(wai)先(xian)進標(biao)準(zhun)(zhun)(zhun)(zhun)的技(ji)術(shu)(shu)差距(ju)。加(jia)(jia)大中國標(biao)準(zhun)(zhun)(zhun)(zhun)外(wai)文版翻譯(yi)和宣傳推(tui)廣力度(du),以“一(yi)帶一(yi)路(lu)”戰略(lve)為引領,優(you)先(xian)在(zai)對(dui)(dui)外(wai)投資、技(ji)術(shu)(shu)輸出(chu)和援建(jian)工程項目中推(tui)廣應(ying)(ying)用。積(ji)極參(can)加(jia)(jia)國際標(biao)準(zhun)(zhun)(zhun)(zhun)認證、交(jiao)流(liu)等(deng)活動,開展(zhan)工程技(ji)術(shu)(shu)標(biao)準(zhun)(zhun)(zhun)(zhun)的雙邊合作(zuo)。到2025年(nian),工程建(jian)設國家標(biao)準(zhun)(zhun)(zhun)(zhun)全部(bu)有外(wai)文版。
