公司召開11月份工作例會
2009年11月28日上午9:00時,公司11月份工作例會在公司會議室召開。會議由總經理徐斌主持,公司領導、各職能部門及項目管理部負責人等共29人參加了本次會議。
會議首先由各項(xiang)(xiang)目(mu)管理部從本月對所監理工程(cheng)的自(zi)查自(zi)檢情況、人(ren)員動態、本月項(xiang)(xiang)目(mu)管理部開(kai)展的各項(xiang)(xiang)活動及監理費(fei)收繳和下月的工作計劃等幾方面進行了交流(liu)發言(yan)。
根據10月份工作例會要求,11月份(fen)工(gong)(gong)(gong)(gong)程(cheng)技術部(bu)主要(yao)對安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)資料的收集整理(li)(li)(li)和工(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)簡(jian)(jian)報(bao)(bao)(bao)兩方(fang)(fang)面(mian)進(jin)行了(le)(le)專項(xiang)檢(jian)查(cha)(cha),發(fa)現主要(yao)存(cun)(cun)在(zai)以(yi)下一(yi)(yi)些問(wen)(wen)(wen)(wen)題(ti)(ti):①圖(tu)(tu)紙會審或(huo)設(she)計(ji)變更中的有(you)關問(wen)(wen)(wen)(wen)題(ti)(ti)在(zai)安(an)(an)(an)裝(zhuang)施(shi)工(gong)(gong)(gong)(gong)圖(tu)(tu)上(shang)沒(mei)有(you)進(jin)行標注。②安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)日(ri)記(ji)記(ji)錄還(huan)(huan)不(bu)是很規(gui)范,有(you)的雖然將安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)工(gong)(gong)(gong)(gong)作內(nei)容填寫(xie)在(zai)了(le)(le)土建(jian)監(jian)(jian)理(li)(li)(li)日(ri)記(ji)上(shang),但(dan)內(nei)容很簡(jian)(jian)單,且沒(mei)有(you)安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)人(ren)員(yuan)簽字。個別工(gong)(gong)(gong)(gong)程(cheng)安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)人(ren)員(yuan)還(huan)(huan)沒(mei)有(you)記(ji)監(jian)(jian)理(li)(li)(li)日(ri)記(ji)。③現場(chang)還(huan)(huan)需加(jia)強(qiang)臨(lin)時(shi)用電(dian)方(fang)(fang)面(mian)的監(jian)(jian)理(li)(li)(li)工(gong)(gong)(gong)(gong)作。由于(yu)施(shi)工(gong)(gong)(gong)(gong)用電(dian)各工(gong)(gong)(gong)(gong)地(di)或(huo)多或(huo)少都存(cun)(cun)在(zai)一(yi)(yi)定(ding)問(wen)(wen)(wen)(wen)題(ti)(ti),有(you)的工(gong)(gong)(gong)(gong)地(di)還(huan)(huan)比較嚴(yan)重,所以(yi)這方(fang)(fang)面(mian)安(an)(an)(an)裝(zhuang)監(jian)(jian)理(li)(li)(li)還(huan)(huan)要(yao)發(fa)揮專業優勢,加(jia)強(qiang)施(shi)工(gong)(gong)(gong)(gong)用電(dian)方(fang)(fang)面(mian)安(an)(an)(an)全(quan)(quan)管理(li)(li)(li)工(gong)(gong)(gong)(gong)作,發(fa)現問(wen)(wen)(wen)(wen)題(ti)(ti)要(yao)及時(shi)、及早(zao)地(di)下發(fa)安(an)(an)(an)全(quan)(quan)隱(yin)患(huan)整改通知(zhi),并(bing)及時(shi)向(xiang)項(xiang)目總監(jian)(jian)理(li)(li)(li)工(gong)(gong)(gong)(gong)程(cheng)師(shi)匯報(bao)(bao)(bao)。問(wen)(wen)(wen)(wen)題(ti)(ti)非常嚴(yan)重的,一(yi)(yi)定(ding)要(yao)求(qiu)施(shi)工(gong)(gong)(gong)(gong)單位(wei)停工(gong)(gong)(gong)(gong)整改。④安(an)(an)(an)裝(zhuang)材(cai)料報(bao)(bao)(bao)驗(yan)(yan)和隱(yin)蔽工(gong)(gong)(gong)(gong)程(cheng)報(bao)(bao)(bao)驗(yan)(yan)工(gong)(gong)(gong)(gong)作還(huan)(huan)有(you)待加(jia)強(qiang)。檢(jian)查(cha)(cha)中發(fa)現有(you)的工(gong)(gong)(gong)(gong)地(di)存(cun)(cun)在(zai)進(jin)場(chang)材(cai)料報(bao)(bao)(bao)驗(yan)(yan)不(bu)及時(shi)、不(bu)全(quan)(quan)等情況(kuang)。⑤從檢(jian)查(cha)(cha)情況(kuang)看,工(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)簡(jian)(jian)報(bao)(bao)(bao)編寫(xie)在(zai)數量上(shang)都滿(man)足要(yao)求(qiu),但(dan)編寫(xie)質量、規(gui)范程(cheng)度還(huan)(huan)與公司的要(yao)求(qiu)存(cun)(cun)在(zai)一(yi)(yi)定(ding)的差距,簡(jian)(jian)報(bao)(bao)(bao)編寫(xie)人(ren)員(yuan)還(huan)(huan)要(yao)從這兩方(fang)(fang)面(mian)入手(shou),提高工(gong)(gong)(gong)(gong)程(cheng)建(jian)設(she)簡(jian)(jian)報(bao)(bao)(bao)的編寫(xie)質量。
總工(gong)程師楊勤(qin)針對目前有些工(gong)程由(you)于各種原因(yin)造(zao)成工(gong)程進(jin)(jin)度(du)拖延,致使監(jian)理服(fu)務(wu)期延長(chang)(chang)的(de)問題(ti)提醒大家(jia),在工(gong)程進(jin)(jin)度(du)控制方(fang)面,監(jian)理要(yao)掌握主動,及(ji)時(shi)發(fa)現影響工(gong)程進(jin)(jin)度(du)的(de)因(yin)素,并將情況(kuang)及(ji)時(shi)與業主進(jin)(jin)行溝通匯報。造(zao)成監(jian)理服(fu)務(wu)期延長(chang)(chang)的(de),要(yao)用書面形式反映,為(wei)日后監(jian)理服(fu)務(wu)期延長(chang)(chang)費用的(de)談判提供(gong)依據。
對現場(chang)的(de)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)作(zuo),副(fu)總(zong)(zong)(zong)經理(li)(li)范建(jian)華提(ti)出兩點要(yao)求:一是要(yao)充分發揮總(zong)(zong)(zong)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)程(cheng)(cheng)師(shi)(shi)和總(zong)(zong)(zong)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)程(cheng)(cheng)師(shi)(shi)代表(biao)的(de)作(zuo)用。目前施工(gong)(gong)(gong)(gong)現場(chang)監(jian)(jian)理(li)(li)人員素質參差不齊的(de)現象還是存在的(de),因此,總(zong)(zong)(zong)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)程(cheng)(cheng)師(shi)(shi)和總(zong)(zong)(zong)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)程(cheng)(cheng)師(shi)(shi)代表(biao)要(yao)具有高(gao)度的(de)工(gong)(gong)(gong)(gong)作(zuo)責任心,加強施工(gong)(gong)(gong)(gong)現場(chang)的(de)管理(li)(li)工(gong)(gong)(gong)(gong)作(zuo)。二是要(yao)提(ti)高(gao)主(zhu)動控制的(de)能力(li)(li)。要(yao)想把監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)作(zuo)做好,得到(dao)業(ye)主(zhu)的(de)認可,就一定要(yao)提(ti)高(gao)監(jian)(jian)理(li)(li)工(gong)(gong)(gong)(gong)作(zuo)主(zhu)動控制的(de)能力(li)(li),只有這樣才能把一些質量、安全隱患消滅在萌芽(ya)狀態,保證工(gong)(gong)(gong)(gong)程(cheng)(cheng)質量。
會(hui)上,總經理徐斌對本月(yue)的工作進(jin)行了總結,并對下(xia)一步的工作進(jin)行了部署,他主要(yao)提出了如下(xia)幾點要(yao)求:
(1)今后(hou)現場監理人員要加強對工程進度和(he)工程造價的控制(zhi)。
(2)從12月份開始,每月召開工作例會的時間原則固定在每月第四個星期六的上午9:00時,由工程技術部通知。
(3)加強勞動紀律的檢查工作,本月公司對16個項目監理部進行了勞動紀律的抽查,從檢查情況看,總體情況較好。明年除1、2兩個月不進行檢查外,從3月份開始,公司每月都(dou)要(yao)(yao)對勞動(dong)紀律(lv)(lv)進行抽(chou)查(cha)(cha),并將檢查(cha)(cha)情況與年終考核(he)和(he)獎(jiang)金分配相結(jie)合(he),凡是公司檢查(cha)(cha)沒有到崗的(de),待查(cha)(cha)明原(yuan)因,確(que)屬(shu)脫崗的(de),要(yao)(yao)采取必要(yao)(yao)的(de)處罰措施。希望今后大家能(neng)夠認真遵守勞動(dong)紀律(lv)(lv),按時上下班。
(4)本月初(chu),公(gong)(gong)司分別召(zhao)集各項(xiang)目管理(li)部召(zhao)開(kai)了有(you)關(guan)監(jian)理(li)費(fei)收(shou)繳和人(ren)員(yuan)動(dong)態(tai)的(de)(de)會議,大家對(dui)(dui)本項(xiang)目管理(li)部人(ren)員(yuan)都給(gei)出了客(ke)觀公(gong)(gong)正的(de)(de)評價,為(wei)公(gong)(gong)司對(dui)(dui)監(jian)理(li)人(ren)員(yuan)年(nian)終考評提(ti)供了很好的(de)(de)依據。同時(shi)也(ye)希望大家能夠(gou)根據會議要求,分頭落實監(jian)理(li)費(fei)的(de)(de)收(shou)繳工(gong)作,爭取完成今年(nian)監(jian)理(li)費(fei)的(de)(de)收(shou)費(fei)目標(biao)。有(you)工(gong)程(cheng)延期(qi)的(de)(de),請及(ji)時(shi)向(xiang)公(gong)(gong)司提(ti)交延期(qi)工(gong)程(cheng)的(de)(de)情(qing)況(kuang)說明。
(5)目(mu)前,市本級以外的項目(mu)管理部進行(xing)投標(biao)(biao)的工程較(jiao)多,但中標(biao)(biao)率不(bu)高,希望今(jin)后投標(biao)(biao)時要慎重,不(bu)要盲目(mu)進行(xing)投標(biao)(biao),公(gong)司(si)要控制投標(biao)(biao)的數量(liang)。
在認真聽取了大家的發言(yan)后,董事長董發根補(bu)充了以下幾點:
(1)在(zai)開展現(xian)場監理(li)工作時(shi),要重視書面材料的質量,做到規范有(you)序,條理(li)清晰,現(xian)場辦公(gong)室(shi)、腳(jiao)手架的形(xing)象布置要按公(gong)司規定執(zhi)行。
(2)從明年1月1日開始,我市將開始實施監理人員安全上崗證制度,預計12月(yue)份建設主管部門(men)將開展此方面的學習培訓工(gong)作,希望參加的人(ren)員認真準(zhun)備。
(3)今年繼續舉行年底的業務知識測試,考試內容與分值比重定為《員工手冊》占10%、《浙江經建》占20%、《監理規范》占10%、安全知(zhi)(zhi)(zhi)識(shi)(shi)占30%、專(zhuan)業知(zhi)(zhi)(zhi)識(shi)(shi)占30%,具體(ti)考(kao)試(shi)要(yao)求另見通(tong)知(zhi)(zhi)(zhi)。今(jin)年(nian)仍將利(li)用考(kao)試(shi)的機會向(xiang)全體(ti)員工征集意見和建議(yi),希望大家(jia)提前做好準備。同(tong)時(shi),公司今(jin)年(nian)繼(ji)續(xu)對公司部(bu)門(項目(mu)管理(li)部(bu))副職以上的負責人(ren)進行民主考(kao)評(ping)(ping)(ping),要(yao)求大家(jia)能夠認真對待,給予被考(kao)評(ping)(ping)(ping)人(ren)客(ke)觀公正的評(ping)(ping)(ping)價。
